CASE# <br /> <br /> REQUEST FOIl A CONDITIONAL USE PERMIT <br />TO OPERATE A CAll WASH IN THE TC-2 ZONING DISRICT, <br />CASE OF RAMDANCE, LLC <br /> By: Patrick Trudgeon, AICP <br /> Assistant Community Development Director <br /> <br />Background: <br /> <br />Ramdance LLC has submitted a site plan to construct a 53,000 square-foot grocery store in the <br />Ramsey Town Center. The site plan also indicates a separate building that will function as a car <br />wash. The proposed car wash is located in the TC-2 Town Center Zoning District. The TC~) <br />District requires a Conditional Use Permit (CUP) for car washes. The applicant has submitted an <br />application for a CUP in order to operate a commercial car wash. <br /> <br />Thc following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Site Plan <br />c) Proposed findings of fact <br />d) Proposed conditional use permit <br /> <br />Notification: <br /> <br />In accordance with State statute, Staff attempted to notify owners of property within 350 feet of <br />the Subject Property of the applicant's request and the public hearing. <br /> <br />Observations: <br /> <br />As previously mentioned, the applicant is proposing to construct a c'ommercial car wash adjacent <br />to a proposed grocery store in the Ramsey Town Center. Commercial car washes have a potential <br />to be incompatible with the intent of the Ramsey Town Center. Therefore, these types of uses <br />are permitted only a conditional use in certain areas of the Town Center so that the may be <br />reviewed for their compatibility. The TCo2 Zoning District was created to accommodate larger <br />scale, auto-orientated commercial activities. <br /> <br />The car wash proposed is 1,777 square feet in size and is intended to serve as an accessory use to <br />the proposed grocery store. The exterior of the car wash will consist of EIF8 material integrally <br />treated with color, brick veneer, smooth face aggregate and pre-finished metal accents. The car <br />wash will be located along the eastern side of the grocery store away from the main parking area. <br />The car wash will have a dedicated circulation lane for customers to enter and exit the car wash. <br />The users will then circulate out of the development onto Zeolite St. or back into the main <br />parking area within the development. <br /> <br />On July 12, the Planning Commission conducted the public hearing and recommended approval <br />of the request for a conditional use permit. The Commission determined that the car wash is <br />compatible with the intent of the Ramsey Town Center development and is positioned properly <br />to function within the development in regards to traffic circulation. <br /> <br /> <br />
