REQUEST FOR A CONDITIONAL USE PERMIT <br />TO CONSTRUCT A BUILDING LARGER THAN <br />35,000 SQUARE FEET IN THE TC-2 ZONING DISRICT, CASE OFRAMDANCE, LLC <br />By: Patrick Trudgeon, AICP <br /> Assistant Community Development Director <br /> <br />Background: <br /> <br />Ramdance LLC has a site plan to construct a 54,000 square-foot grocery store in the Ramsey Town <br />Center. The proposed grocery store is located in the TC-2 Town Center Zoning District. The TC- <br />2 District requires a Conditional Use Permit (CUP) for buildings larger than 35,000 square feet. <br />The applicant has submitted an application for a CUP in order to construct the grocery store. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Site Plan <br />c) PrOposed findings of fact <br />d) Proposed conditional use permit <br /> <br />Notification: <br /> <br />In accordance with State statute, Staff attempted to notify owners of property within 350 feet of <br />the Subject Property of the applicant's request and the public hearing. <br /> <br />Observations: <br /> <br />The TC-2 Zoning District was created to accommodate larger scale, auto-orientated commercial <br />activities. However, due to certain aspects associated with larger scale 'retail buildings (i.e. <br />aesthetics, traffic circulation), the TC-2 District states that buildings larger than 35,000 square <br />foot are required to receive a CUP. <br /> <br />The grocery store will be part of a larger development of retail opportunities in the TC-2 District. <br />The Town Center AUAR Environmental Review document studied the total effect of the Ramsey <br />Town Center project on regional traffic patterns. Accordingly, the local and regional road <br />infrastructure has been designed to accommodate the traffic generated from the Ramsey Town <br />Center project. The grocery store is undergoing extensive site plan review as part of the approval <br />process. The Ramsey Town Center Development Guidelines requires certain architectural and <br />design standards which the building will be meeting. <br /> <br />The Planning Commission conducted a public hearing on July 12 and no verbal or written <br />comments were submitted. <br /> <br />Recommendation: <br /> <br />The approved sketch plan included the grocery store and therefore, the Planning Commission and <br />City Staff recommend approval of the Conditional Use Permit to allow'for a building larger than <br />35,000 square t"eet in the TC-2 Zoning District. <br /> <br /> <br />
