The final site plan should reflect that waste storage will be indoors. The development agreement <br />will inc[ude the standard language to require prior approval of lighting plan and fixtures. <br /> <br />The site plan for the grocery store generally conforms to the Town' Center Development <br />Guidelines. The architectural features include diversity in texture, color, projections, recesses, <br />and height. The selected materials include EIFS integrally treated with color, brick veneer, split <br />face CivlU, precast concrete panels, smooth face aggegate and pre-finished metal accents. Some <br />of these same materials will be used on the fuel pump island and car wash to aesthetically blend <br />in with the main store. The guidelines recommend that 35% of ground level street front facades <br />be glass openings. The amount of glazing on the north wall (Sunwood Drive side), the east wall <br />(Zeolite Street side), and west wall (Armstrong Blvd.) is 21%, 7% and 2%, respectively, The <br />intent of the glass opening guideline is to promote building designs that encourage walking tfle <br />sidewalks and window shopping. A grocery store, fuel amenity and pharmacy are destination <br />shopping versus a window shopping experience. In addition, the guidelines encourage large <br />scale retail to locate adjacent to the railroad, which is away from sidewalks. For these reasons, <br />City Staff finds the reduced amount of glass openings acceptable. <br /> <br />On July 12, the Planning Commission reviewed and recommended approval of the Coborn's site <br />plan, with conditions. <br /> <br />Recommendation: <br /> <br />City Staff and the Planning Commission recommend approval of the preliminary site plan <br />contingent upon compliance with the City Staff Review Letter dated July 8, 2004, Revised July <br />23, 2004, obtaining a variance to the floor area ratio .requirements on the proposed Lot 1, <br />Ramsey Town Center 3rd Addition, and obtaining a variance to the restriction of multiple main <br />buildings on a lot. <br /> <br />Council Action: <br /> <br />Motion to approve the preliminary site plan for the Coborn's grocery store in the proposed plat <br />of Ramsey Town Center 3~a Addition contingent upon the following: a) Compliance with City. <br />Staff Review Letter dated July 9, 2004, Revised July 23, 2004; b)obtaining a variance to the <br />floor area ratio requirements on the proposed Lot 1, Ramsey T6wn Center 3rd Addition; c) <br />obtaining a variance to the restriction of multiple main buildings on a lot. <br /> <br />-Or- <br /> <br />Motion to deny preliminary site plan fro the Coborn's Grocery Store in the proposed plat of <br />Ramsey Town Center 3rd Addition. <br /> <br />Review Checklist: <br /> <br />Asst.
