Absent: Commissioners Jeffrey' and Van Scoy; <br /> <br />Case#8: Request for Site Plan Review of Town Center 3r~ Addition, Coborn's <br /> Grocery; Case of Ramdance, LLC <br /> <br />Community Development Director Frolik stated that the City received an application from <br />Ramdance LLC for a site plan for approval for the development of a Coborn's grocery store on <br />Outlot 1 of Ramsey Town Center, proposed to be replatted as Ramsey Town Center 3rd Addition. <br /> <br />Community Development Director Frolik explained the TCo2 district regulations establish a' J5 <br />floor area ratio. She explained that Lot 1 is 391,410 square feet in area; the minimum floor area <br />ratio is 195,705; the total area of all buildings planned for Lot i. is 93,207 square feet. As a <br />result, the plan is 102,499 square feet deficient of the .5 ratio. <br />Community Development Director Fr01ik advised that a total of 428 parking spaces would be <br />required for the uses ultimately proposed for Lots 1 and 2; the site plan is showing 451 spaces. <br />In addition, the loading docks are located on the southeast comer of the grocery store building, <br />with a truck access from Zeolite. She noted the plan includes a 12-foot high concrete wall to <br />screen the loading dock activity from public view. <br /> <br />Community Development Director Frolik stated the grading and utility plans have been reviewed <br />by the Engineering Department and required modifications to the plans are listed in the Staff <br />Review Letter. <br /> <br />Community Development Director Frolik stated the Landscape Plan has been reviewed by City <br />Staff and 141 trees and 320 shrubs must be planted in order to meet the landscape requirements <br />for the entire block. She noted the plan submitted includes 102 trees and 348 shrubs; the plan <br />must be modified to include an additional 39 trees. <br /> <br />Community Development Director Frolik noted that the site plan submittal lacks a lighting plan <br />and a waste storage area plan. <br /> <br />Community Development Director Frolik stated the site plan-for the gTocery store generally <br />confbnns to the Town Cent'~r Development Guidelines. She 'advised that the architectural <br />features include diversity in texture, color, projections; recesses, and height and the selected <br />materials include EIFS integrally treated with color, brick veneer, split face CMU, precast <br />concrete panels, smooth face aggregate and pre-finished metal accents. She stated that some of <br />these same materials will be used on the fuel pump island and car wash to aesth.etically blend in <br />with the main store. She explained the guidelines recomlnend that 35% of ground level street <br />front facades be glass openings. The amount of glazing on the north wall (Sunwood Drive side), <br />the east wall (Zeolite Street side), and west wall (Armstrong Blvd.) is 21%, 7% and 2%, <br />respectively. She stated the intent of the glass opening guideline is to promote building designs <br />that encourage walking the sidewalks and window shopping. However, a grocery store, fuel <br />amenity and pharmacy are destination shopping versus a window shopping experience. She <br />reiterated that the guidelines encourage large scale retail to locate adjacent to the railroad, which <br />is away fi'om sidewalks.
