Town Center 3rd Addition - Site Plan/Northwest Retail Bldg. <br />July 22, 2004 <br />Page 4 of 7 <br />given to placement of more trees in the parking lot area, and that a phasing plan for installation of <br />the plantings during development of the lot would be appropriate. - <br /> <br />There is one concern regarding the location of one of the evergeen trees. 'In the southwest <br />corner, near the prescription drive-thru, there is a conifer'shown adjacent to the row of ten (10) <br />parking stalls. As this tree matures, the lower branches may obstruct the view of patrons that are <br />backing out of the adjacent parking stall or could damage a vehicle. It is recommended that this <br />tree be substituted with a deciduous overstory tree. <br /> <br />A final landscaping plan should be submitted. It should include the additional trees as required <br />under City Code as well as provide details regarding the proposed species. At a minimum, the <br />species palette must include the common name, Latin name, and size of each species. As a final <br />note, those buildings that are constructed at a later time must comply with the landscaping plan <br />that receives final approval by the City. Any deviations must receive approval from the City <br />prior to the materials being installed.. <br /> <br />Access: The sketch plan approved by the City Council on May 11, 2004, identified one access on <br />the south s. ide of Sunwood Drive, west of Zeolite Street and said access aligned with the <br />proposed access on the north side of Sunwood Drive. One public access and one truck access <br />was shown on Zeolite Street. The Interim Streetscape Plan prepared by URS and dated July 7, <br />2004 shows two accesses on the south side of Sunwood Drive and thb westerly access is offset <br />approximately 65 feet from the access on the north side of Sunwood Drive. It is staff's <br />understanding that the westerly access on the south side of Sunwood will remain as positioned <br />and the access on the north side of Sunwood will be realigned to match the south access at the <br />time that parcel is developed. The Planning Commission has recommended approval of the <br />addition of the easterly access on the south side of Sunwood Drive as a fight-in/right-out only. <br />The plans now show an additional public access on Zeolite Street, adjacent to the truck access. <br />The Planning Commission recommended elimination of this additional access at the comer of <br />Zeloite and Civic Center Drive for public safety reasons. · <br /> <br />Building Height: The TC-2 District states buildings must be 1 - 3 stories in height. The <br />proposed structure is one story and therefore meets the height requiremen, ts. <br /> <br />Waste Storage: City Code requires that all solid waste and refuse receptacles be stored within a <br />completely screened structure or container. It is Staff's understanding that all waste storage will <br />be indoors; the final site plan should include this statement. <br /> <br />Parking Standards: Since there will be shared parking on the entirety of Block 1, the parking <br />requirements for Lot 1 and 2 will be reviewed in total at this time. City Code states that 4 <br />parking spaces are required fbr each 1,000 square feet of retail space and 5 spaces are required <br />kbr every 1,000 square feet of restaurant space. There is ultimately 92,000 square feet of retail <br />and 8,000 square feet of restaurant planned fbr Lot 1 and 5,000 square feet of retail proposed for <br />Lot 2. This equates to a minimum of 428 parking spaces (40 restaurant and 388 retail). The <br />preliminary site plan indicates that approximately 451 spaces will be provided. City Code also <br />states that a development cmmot exceed parking stall minimums by more than 25%, the site plan <br /> <br /> <br />
