The Public Works Committee directed City Stal'l' contilittc to monitor the properties at 14680, 14660, 14640 Potassium Street and 6001 146th Aveuue until June of 2005, with regular monitoring after a rain event and consideration of bow much impervious surface is in the area. Councihnember Zimmerman stated that no City Council action is required on this case. 2) Consider Change Order to Glen Rehbein Companies for Sunwood Drive NW, Rhiuestone Street NW Improvement Project #03-29 Councilmember Zimmerman rcpo~'tcd this project was authorized for construction of MSA Streets in Ramsey Town Center. ~l'l~c work includes extension of trunk sanitary through the Ramsey Town Center Project and the sanitary sewer pipe to be installed is 30". The pipe was connected to the existing system on the west side of Ramsey Boulevard at 143rd Avenue. The existing linc is 27". This was known and it was planned that the line would need to be changed to 30" pipe in the future. Ramsey Boulevard will be reconstructed in 2005. The contractor had to dewater to install the new pipe for Ramsey Town Center that connects to the existing manhole. The contractor has the equipment and pipe on-site at this time. Therefore, it seems logical to replace the pipe under Ramsey Boulevard now while the contractor is on-site and before the street is reconstructed rather than come back and dewater in 2005 for a short length of pipe. There is additional 27" pipe on thc o=tst :;iclo of Ramsey Boulevard that will need to be replaced in the future. Replacing this sc. ctiot~ ~>l' I~ilve now will eliminate the need to dig into the newly reconstructed street. Councilmember Zimmerman stated the Finance Committee recommends approval of Change Order #1 to Project 03-29. Motion by Councilmember Elvig, seconded by Councilmember Cook, to approve Change Order #1 to Improvement Project #03-29 in the amount of $16,847.20. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Pearson, Strommen, and Zimmerman. Voting No: None. Absent: Councilmember Kurak. 3) Review S~alas ~t' Ttt 47/142''d Avenue Intersection Councilmember Zimmerman stated in light of the recent fatality at this intersection, it is appropriate that the City consider alternatives for its modification. In 1996, the City and MnDOT jointly prepared and adopted a con'idor plan for the section of Highway 47 that includes this intersection. That plan identified this intersection as ultimately having traffic signals. MnDOT has control over TH 47 and has held firm to their position that traffic signals will only be installed subsequent to the intersection meeting one of the eight possible technical signal warrants. When the Highway 47 improvement project was being designed, the City's engineering consultant, SRF Inc., had lg~'c!>:~:-c'cl :t :fignal justification report for this intersection which concluded that signal .justilSca~i,~t~ ,.'::~'i-:mls had been met. The SRF justification study was rejected by MnDOT, which m'gucd that once a signalized intersection at Xkimo Street was installed and operating, there would be less traffic using 142nd Avenue.
