F. Case <br /> <br />Consider Authorization for Design and Contract Services for Parking Structure <br />Brian E. Olson, Assistant Director of Public Works / Principal City Engineer <br /> <br />Background: <br /> <br />LSA Design has completed the services that they have been hired to complete for the City of Ramsey and <br />will be present later in the Work Session to discuss the results of their analysis for the Town Center <br />project. <br /> <br />As you recall, we have been working on the layout and conceptual design of the park and ride for over 1 <br />½ years and it has moved from the SE comer of the site to its final resting place next to City Hall. We <br />have also been successful in acquiring additional funding from the Metropolitan Council ($2.2 million) <br />and can utilize the park and ride grant from the Federal Transit Administration ($416,000). We continue <br />to seek additional funding from other grant opportunities, however, it is necessary that we get <br />construction started early next Spring to establish the service and integrate multimodal transportation into <br />this Transit Oriented Development. <br /> <br />Since the scope of this project has changed to a much more complex design, the need to begin that design <br />and refine the construction documents and specifications is extremely important to finish in the <br />scheduled timeline that is included on page 4 of the attached proposal. <br /> <br />The funding for this work can come from the Public Improvement Revolving Fund and portions can be <br />reimbursed with the original $416,000 grant. As mentioned earlier, we are continuing to look for <br />additional grant moneys and feel that we could be successful. <br /> <br />Recommendation: <br /> <br />City Staff has been extremely pleased with the level of service and professionalism that has been <br />associated with LSA Design and appreciate their many levels of knowledge in this field and recommend <br />that we retain their services for the design and contract administration for this landmark project for an <br />amount not to exceed $566,850. <br /> <br />Council Action: <br /> <br />Motion to authorize the hiring of LSA Design for completing the services necessary to complete the <br />Phase I parking structure adjacent to the City Hall building within the Core area of Ramsey Town Center <br />Addition for an amount not to exceed $566,850. <br /> <br />Reviewed by: <br />City Administrator <br />Director of Public Works <br /> <br />CC: 7/27/04 <br /> <br /> <br />
