Letter dated February 12, 1986 from Mr. Norm Schiferl, Special Assistant to <br />the Anoka County Administrator, regarding enviror~nental impact statement (ELS) <br />on the three proposed sites in the County's landfill inventory. <br /> <br />6. Letter dated February 17, 1986 from State Senator Phyllis McQuaid regarding <br />liability and insurance situations surrounding local goverr~nents. <br /> <br />7) Memo fr~ the League of Minnesota Cities regarding Governor Perpich's <br />reo~mmended cut in local goverr~ent aid (and attached information). <br /> <br />Councilme~ber COx referred to Item ~6, Senator's MoQuaid's proposed legislation <br />on liability and insurance situations, and inquired if Ramsey shouldn't be <br />making a response. <br /> <br />City Attorney Goodrich stated he would review Item #6 and report back to <br />Council during Mayor and Council Input. <br /> <br />Councilmember Cox referred to Item ~7 regarding Governor Perpich's recommended <br />cuts in local goverr~ent aid and inquired if Ramsey shouldn't be making a <br />response. <br /> <br />Mr. Hartley stated, that he will discuss the subject of Item #7 later in the <br />meeting. <br /> <br />a) <br /> <br />Council noted. <br /> <br />b) F~tv Admfnistrator - <br /> <br />Mr. [~artley stated that one of the concerns for all forms of goverrment is the <br />status of cutbacks anticipated. ~he Governor has a proposed method of cutbacks <br />and the House of Representatives has proposed another version of cutbacks to be <br />considered. One of the major differences between the Governor's and the <br />}{ouse's proposal is the effect on the p~rticular o~mmunity of Ramsey. ~he <br />effect of LGA is that there would be no decrease to R~nsey in the ~ouse's <br />proposal but there would be under the Governor's proposal. ~his distinction <br />should be carefully considered by Ramsey's policy makers, but there is not <br />sufficient information on hand at this time to take a position stand. ~he <br />proposals for the changes in the budget are more than likely going to be dealt <br />with throughout the {nurse of this legislative session. Mr. ~artley stated <br />that he will keep Council abreast of information made available and suggest <br />ways to support whichever legislation meets Council's approval. <br /> <br />Council directed Mr. ~{artley to arrange for a special Council meeting, if <br />necessary, to review information obtained on proposals for budget cuts and <br />est~_blishing Ramsey' s position. <br /> <br />February 25, 1986 <br /> <br />Page 6 o~ 22 <br /> <br /> <br />
