Counctlmember (Dx reminded the audience that the purpose of this meeting with
Waste Management of Minnesota was to make Council kni~ledgeable as to what is
being [xoposed in the vertical expansion; this meeting was not intended to be a
public hearing or confrontation.

Mr. Doulgas Fountain- Recommended that Council adopt the same position as MPG%
did in December when Waste Management of Minnesota made a presentation before
the Anoka County Board, i.e., MP~ would not consider any expansion of any type
at the Anoka Landfill site until the testing procedures have been completed.

~q~ PCA/Wa]tek. ln~ Pol~v Stat~ent_.

Motion by Councilmember COx and seconded by Councilmember Sorteber9 to adopt
Resolution #86-22 identifying the policy for the City of Ramsey as it relates
to action taken by the Pollution Control Agency against Waltek, Inc. (Please
refer to resolution file for Resolution ~86-18).

Motion carried. Voting Yes: Councilme~bers Sorteberg, Oox and Reimann.
Voting No: Mayor Hei~man and Councilme~ber Schlueter.

Councilm~nber (]ox stated that he will be meeting with Senator Dahl and the
Director of P~ on February 26 and will present this resolution to them.
Councilmember COx stated he is very surprised anyone would vote 'no' to a
resolution siting P(i%'s action to fine, rather than warn, a local compavry
employing 50; and all this at the same time our EDC is trying to create new
business and support existing business.

Mr. Hartley em[ahasized that there are several matters that cannot proceed
without first being published in the City Newsletter, Staff is recxm~ending
Council approval to proceed with a 4-page monthly newsletter.

Motion by Councilme~ber Cox and seconded by Councilme~ber Schlueter to approve
the initiation of a monthly City newsletter, to accept the offer of School
District #11 for allocation of one-half of the cost of ~/ling (up to a maximti~
of $400) under the District's bulk mailing permit and to ~ard the bid for
printing of the newsletter to All-Brite GraFhics of Ramsey, Minnesota at a oost
not to exceed $575.00/month.

Further Discussion: Councilmember Schlueter noted that Mr. Stewart's letter
indicates the possibility of the Post Office determirdng that newsletters may
be inappropriate to be mailed under School District permits. Mr. Bartley
replied that in such an event, Ramsey could obtain it's o~n bulk mailing
permit. Mayor Beitman stated that All-Brite's bid adjus~ent to a lower rate
and the two month disclaimer hints that they doubt they can live up to their
bid; on the other hand, the other two bids might have been too low and they
would not have been able to live up to their bids either.

Motion carried. Voting Yes: Mayor Beit~an, Councilmembers Sorteberg, COx,
Reimann and Schlueter. Voting No: None.

February 25, 1986
