realtor within the City of Coon Rapids. Prior to getting into the real estate <br />field she was ~mployedby a large oorporation in their planning arid developing <br />del~rtment. Ms. Sur~lahl stated that she is oonoerned with bringing about more <br />interest in Ramsay. Ms. Sundahl referred to that area along Hwy. ~10, noting <br />that there is nothing inviting about it and the need to change the impression <br />left by that first initial blush of P~msey. Ms. Sundahl stated that Ramsey <br />needs more businesses and has a lot to offer, but care has to be taken in what <br />kinds of businesses c~me in so as to attract the next business. Ms. Sundahl <br />stated that she does not feel businesses should be plugged into Ramsay for the <br />sole purpose of creatin9 a larger tax base; that she would prefer to see <br />range planning used to solve the tax base Issue. <br /> <br />Jack Ippel - Mr. Ippel stated he has lived in Ramsay since 1974 and has always <br />been Interested in the City's eoonomtc develounent. Mr. IDPel stated that he <br />owns and manages his own ~ployment counselling oomtany and through that <br />experience he is in tune with many different types of companies and their <br />needs. Mr. Ippel stated that he would like to see more activity towards <br />recruiting and selling the benefits of Ramsay to oompanies. Mr. Ippel noted <br />that the not so great entries into Ramsay on Bwy. 's ~47 and ~10 oould be <br />improved with some planned selling ar~ recruitment. Mr. Ippel stated that <br />based on the facts that Ramsey's Industrial Park is not served by municipal <br />utilities but is located on the northwest ~orner for develolmm_nt to occur <br />between here and St. Cloud, small to medit~ size businesses should be attracted <br />to the area to act as an incubator to future develolm~nt. Mr. Ippel stated <br />that he feels the knowledge he would gain serving on both the Airport and <br />Eoon~mic Development Commissions will be oomplimentary to both and will not <br />create a conflict of interest. <br /> <br />fT~Tg~ION <br /> <br />Ms. Norris stated that due to changes in Federal legislation, for the time <br />being, tax Increment financing is no longer a financing option. <br /> <br />Mr. Bartley stated that at this moment, Federal legislation will only permit <br />the sale of tax exempt bonds being fu~ by tax increment revenues if the <br />project is 100% public purpose. ~e pressures placed by the State are a series <br />of guidelines that have not been put in place as of yet, which leaves Ramsay in <br />a state of limbo. Another pressure from the State is the lobbying that is now <br />in place to eliminate tax increment financing altogether in Minnesota. <br /> <br />Refer to page 3 of these minutes for further discussion. <br /> <br />Mr. nartley stated that Federal legislation that limits tax increment financing <br />may be mended. If it is, there may be a short period of time between that <br />action and when our State legislature takes action. If Congress does take <br />action to move back some of the effective dates of the new law, Ramsay may be <br />looking at borrowing some funds to provide ~er, water and storm sewer to <br />the Industrial area because it will be the only way Ransey can borrow those <br />kinds of amounts and be able to recover the incrsments.
