building to be used as a base for start-up businesses that need a break on <br />Bp~ce rent~l fees. <br /> <br />Councilmember DeLuca volunteered to work with Ms. Norris and the Ironworks <br />Development Corporation regarding a business incubator facility. <br /> <br />Councilmember Cox stated that the City was discussing a joint facility with <br />Anoka; don't believe it is in Ramsey's best interest to work on a proposal that <br />will encourage businesses to located in the area, but not necessarily in <br />Ramsey. Ironworks proposal is excellent as it involves a minimum of government <br />involvement. <br /> <br />Mr. Kummala and Mr. Fournier requested that the City Attorney research a way to <br />obligate those start-up business receiving assistance through the incubator <br />facility to either locate in Ramsey or return some of the equity invested in <br />their business when they leave the incubator facility. <br /> <br />Airport Environmental Assessment; <br /> <br />Airport Commission Chairman Jack Ippel stated that based on current information <br />available and the public hearings, the Airport Commission is recommending that <br />City Council approve the contract for the enviornmental assessment, subject to <br />MN/DoT's approval, and that the zoning process begin. Basically, the <br />Commission's motion is stating that the airport improvement program should <br />proceed provided nothing unexpected turns up in the environmental assessment or <br />zoning process. It has been determined by FAA that Gateway North is a priority <br />item as far as funding for this classification of an airport. MN/DoT has <br />agreed to participate in funding the environmental assessment. Metro Council <br />has also offered their support as far as amending the City's Comprehensive <br />Plan. If the landfill is approved for vertical expansion, it will encroach on <br />airport airspace and make obtaining airport improvement funding more difficult. <br />FAA has compromised their regulations regarding landfills being within 5000' of <br />piston aircraft airports based on landfills addressing the bird attraction <br />problem. Staff feels that the combination of items relating to Gateway North <br />and the landfill will be too much for PCA and Metro Council to ignore in making <br />their decision on the expansion request. <br /> <br />Mr. Ken Patz of the Anoka Area Vocational Technical Institute was present and <br />expressed interest in the airport's future because of the possibility of <br />expanding the air traffic and airport management program at Gateway. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Sorteberg directing <br />City Staff to prepare a resolution, for consideration and adoption at the <br />special Council meeting on October 7, 1986, stating that based on the City's <br />desire for a safe and adequate airport to serve the entire needs of various <br />segments of this community, necessary steps be taken to acquire and develop <br />Gateway North Industrial Airport, according to the current Airport Master Plan, <br />as a facility that can be utilized by all phases of small airport industry. <br /> <br />Motion carried.
