personnel should they choose to do so.

Mayor Reimann referred to replacement of squad cars and stated that he would
like to see documentation supporting the need for replacement other than just
the mileage reading.

Mr. Hartley replied that maintenance requirements on squad cars increase
sharply at the 100,000 mile range; it is dangerous to operate a vehicle as a
squad car that is not dependable and in good repair.

Mr. Hartley stated that as in the past year, $50,000 was allocated for park
ground improvements.

Councilmember DeLuca stated that he was of the understanding that the $50,000
was a one time event, derived from the landfill fund, for lighting at Central
Park.

Councilmember Cox stated that he would rather leave in the $50,000 for park
improvements and cut projected costs for additional personnel.

Mr. Hartley replied that the budget was prepared to be consistent with last
year's policy; if Council does not choose to transfer the resources from the
landfill fund, they either have to cut the associated expenditures or find
other available resources.

The following items were discussed briefly:

1. City's policy of providing services and materials at wholesale.

Council salary: appropriate timing for such discussion, person
responsible for bringing the subject up for discussion, procedure
for taking action. Council requested that Staff have available at
the next Council meeting information regarding Council salaries in
surrounding communities and last salary change for Ramsey Council·

Utilization of Cable T.V. equipment and production services; this
future cost would be justified by the communication provided to the
citizens regarding areas of public works, police and safety, economic
development, transportation, etc.

4. Fire proteciton.

There was also a brief discussion with Public Works Superintendent Mevissen
regarding the need for another mower and how much of Central Park has been
seeded and requires mowing.

Mr. Hartley noted that the State law changed and it is possible for cities to
utilize a special levy to set aside money for replacement and/or repair of
infrastructure.

Councilmember Cox inquired if funds have been budgeted for hiring a person to
promote and coordinate economic development.

October 7 , 1986
