Mr. Raatikka stated that Mr. Terry Hendriksen has requested that the City
install a culvert across 156th Avenue NW at Hematite Street NW. Mr. Mendriksen
claims that the recently City-installed culvert across 156th blocked the
natural drainage to the south. The City's Comprehensive Drainage Plan proposed
the ares south of 156th Avenue to outlet north along the low area to County
Ditch #66 and ~3. Mr. Raatikka stated that it appears that the low area is a
natural drainagewsy and may have been blocked at the time the street was
installed. The City Attorney and the County have no objection to installation
of a culvert. Mr. Raatikka stated that installing the culvert will not
guarantee that the area will drain; cleaning of ditches to the Rum River will
probably be needed.

Based on elevations on both sides of 156th, Council discussed whether or not
another culvert would take care of the drainage; that the difference in
elevation was so small that a great deal of water to that area could end up
backing up and flooding the Hendriksen property even more, for which the City
would then be liable.

Mr. Hartley stated that before the City would construct a culvert there, Mr.
Raatikka would have to confirm that doing so would not result in further water
damage up or down stream; at the same time, the City should seek authorization
to acquire right-of-way.

Councilmember Cox noted that the Hendriksen property has always had water
ponding on it, even at the time Mr. Hendriksen purchased it; the City and
County have each installed culverts in that area per Mr. Hendriksen's request;
how many culverts do the taxpayers have to buy to pay for one person's water
problems?

Motion by Councilmember Sorteberg and seconded by Councilmember Cox to table
the reques, t for culvert installation until such time as Mr. Hendriksen can be
present to discuss the request and provide information regarding how much
County ditch cleaning is necessary and elevations supporting placement of
the culvert in the proposed location.

Further Discussion: Mr. Hartley inquired if he is interpreting the motion
correctly in that City Staff should not expend any more time researching Mr.
Hendriksen's request. Council agreed.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
Schlueter and DeLuca. Voting No: None.

Receive Petition For Improvements To Streets In Itasca Hei_~hts

Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt
Resolution 986-177 accepting a petition for public improvements in the Itasca
Heights Subdivision and ordering a feasibility study.
