Discuss Requirement For Certificate Of Lot Survey;

Ms. Norris stated that one of the City's requirements for building permit
applications is a certificate of lot survey; believe the real intent of this
requirement was something on the order of a site plan to show lot size,
building(s) and easement(s) location, etc.

Councilmember Sorteberg stated that the certificate of lot survey is useless
unless a surveyor is hired to measure off buildings and easements on a parcel.

Mr. Hartley agreed that there is no sense in requiring something that won't
serve the purpose. There are numerous cases where parties have constructed in
inappropriate locations and variances have to be granted after the fact.

Mr. Raatikka stated that having site plan type information is more critical in
the urban areas and in those areas designated as shorelands.

Mr. Hartley stated that there are cases where the building inspector does not
want to require a certificate of lot survey but there are also circumstances
where he does require additional information to verify that no easements or
setbacks are being encroached upon.

Mr. Goodrich stated that the building inspector has the right to require
whatever is needed to issue a building permit.

Ms. Norris stated that ordinance requires that a certificate of lot survey be
provided and it is not always needed or doesn't show enough pertinent
information.

Mr. Hartley stated that the building inspector does not have the authority to
not receive the certificate of lot survey.

Council tabled further discussion of this case to allow more time for
consideration and review of the matter; directed Councilmember Sorteberg to
meet with Anne Norris regarding the issue of requiring certificate of lot
surveys ·

Service Road Near Econ Marketing:

Mr. Hartley stated that industrial and residential properties in the vicinity
of Econ Marketing are using a narrow road to access Hwy. ~10; this poses a
problem with regards to safety. That general area needs to be looked at for a
reconfirmation of what the City wants for access there.

Council consensus was for City Attorney Goodrich to arrange a meeting with the
affected property owners and Councilmember Cox to discuss the service road and
possible alignment alternatives.

~ Desi~_nate Municipal State Aid Street;

Motion by Councilmember Sorteberg and seconded by Councilmember Cox to adopt
Resolution #86-181 revising Municipal State Aid Street System.
