Mr. Hartley stated that the City received one response to the advertisement
regarding the possibility of establishing a Water Problem Ad Hoc Committee.

Motion by Mayor Reimann and seconded by Councilmember Cox to table the issue of
establishing a Water Problem Ad Hoc Committee until more interest in such a
committee is expressed by the citizens.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
Schlueter and DeLuca. Voting No: None.

Adopt Ordinances Establishing Storm Sewer Taxing Districts:

Motion by Councilmember Cox and seconded by Councilmember Sorteberg to table
adoption of ordinances estabishing storm sewer taxing districts until the next
regular Council meeting.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
Schlueter and DeLuca. Voting No: None.

Discuss Ad Hoc Committee To Review The Possibility Of Developing
A YMCA In Ramsey:

Councilmember Cox stated that after giving it more thought, it seems that it
might not be appropriate to pursue the YMCA as a Ramsey commission; such a
project should be pursued by a group of private individuals.

Mr. Goodrich stated that the City Council could endorse such a project but he
doesn't think the City can expend funds to research the feasibility of a YMCA
facility in Ramsey.

Review Of Mayor And Council Salaries:

Mr. Goodrich stated that a change to Council salary must be accomplished by
an ordinance adopted prior to a city-wide election to be effective on January 1
following the election. It is too late this year to adopt an ordinance prior
to the election and if Council proceeds to make a change in salary it would not
become effective until January 1, 1989.

Councilmember Cox stated that he has asked Mr. Hartley to check into what would
be required to change Council salary properly at this time; that he had also
asked the previous City Administrator, Mr. Schnelle, to let Council know the
proper procedure and timing for making a salary adjustments; now he finally
gets an answer after it is too late to do anything and the next opportunity is
two years down the line. The AFSCME Union has no problem getting staff's
request for salary raises in on time.

Councilmember Sorteberg noted that according to the comparison of council
salaries in other metropolitan communities, Ramsey is currently the second
highest paid council and maybe a salary adjustment is not needed at this time
and it can wait two years.

Councilmember Cox stated that a council salary adjustment should be taken under
consideration by the Council that will be in office as of January 1, 1987.
October 28, 1986
