Public Works Capital Purchase Justifications

1999

Water Truck Chassis Replacement ($40,000)
This purchase will replace the current chassis on truck #602. The current tank and pump will be
retrofitted to the replacement chassis as they are in acceptable condition. This truck is used year
round: flooding ice rinks, street sweeping, watering roadsides and newly planted areas. The
current chassis is a 1980 with 301,839 miles.

Replacement Grader ($145,000)
This purchase will replace the current 1978 John Deere grader. The grader is used year round:
carries an established plow route, grades unpaved roads through out the non-snow periods, used
for misc. grading projects through out the construction season.

The unique ability of the grader that differs from other snow removal equipment is that the grader
has the ability to produce pressure down on the main blade. This is used in conjunction with
installing "teeth" on the blades to remove ice buildup on our roads. Other snow removal
equipment has gravity down on the main blades which will simply ride up on heavy ice buildup.
Although ice buildup is not an issue every winter season, it does happen even when the best
preventative measures are taken.

New Additional 1 ton 4x4 Truck ($40,000)
This truck will be utilized by the anticipated new PW maintenance employee. It will be fitted with a
plow and sand/salt box for snow removal and be used during the summer for a additional road
repair and patching crew.

New Snowblower Attachment for Skid Steer ($6,000)
PW receives more and more requests for trails to be maintained in the winter months. This
equipment is very well suited for this activity due to its mobility. It will also be sued in such places
where the larger equipment can not get to or is very difficult and time consuming.

2000

New Additional Sweeper ($98,000)
Street sweepers are used for both street sweeping and ice rink maintenance. This purchase
would allow the PW group to shorten the bi-annual street sweeping by aprox 30% or eliminate the
need for contracting additional sweeping equipment. The current sweeper is planned to have a
overhaul in 2001 which should return another 8-10 years of life.

Street sweeping is quite hard on the equipment as the need for overhaul represents. The
purchase would also allow PW to purchase a vacuum unit which is much better suited for ice
maintenance as compared to the gravity unit currently used.

New Back Hoe Attachment for Skid Steer ($6,000)
This purchase would allow for additional utilization of the Bobcat (#609) With the backhoe
attachment many small jobs too costly and time consuming for subcontractors could be taken
care of in a timely manner by the PW crews.
