ATTACBNENT I <br /> <br />PROJECT DESCRIPTION AND COST ESTIHATES <br /> RIVER'S BEND PAIL~ <br /> CITY OF IL~SEY <br /> <br />River's Bend Park is a 63.4 acre park located in the southeast <br />corner of Ramsey east of State ~ighway 47 in an oxbow of the Rum <br />River. The park is located in the flood plain of the Rum River <br />and was donated to the City by developers. Part of the park is <br />designated to be used for the construction and completion of <br />County Road 116 across the Rum River. <br /> <br />The City is planning to develop River's Bend Park as a multiple <br />use, community park facility. Active uses such as athletic <br />fields are to be located in the northern portion of the park, <br />The southern portion of the park is presently open field and part <br />of it is proposed to be developed as native prairie with the <br />addition of multi-seasonal, mixed use trails and a picnic area. <br />In addition, the City has future plans for a community recreation <br />center in the northwest portion of the park, nearest State <br />Highway 4?. The development of multiple use parks was noted as a <br />high priority in the Comprehensive Park and Open Space Plan <br />adopted by the City in 1980. <br /> <br />This application for the development of River's Bend Park <br />includes the construction of mixed use, multiple season trails <br />(for pedestrians or non-motorized vehicles), one vehlcle access <br />road, two parking areas, a picnic shelter with toilet <br />facilities, several picnic areas, a tot lot and a canoe access to <br />the Rum River. <br /> <br />The trails are proposed to go throughout the entire park and are <br />planned to coordinate vith the pedestr£an/bicycle lanes on the <br />proposed County Road 116 bridge. These trails will ultimately be <br />linked to the regional trall system on the east side of the Rum <br />River. To encourage greater use of the facilities, the <br />automobile access vi11 go to the southern picnic area and canoe <br />access. In addition, these trails and access are proposed to go <br />under the proposed County Road 116 bridge. One parking area is <br />proposed to serve the athletic fields and activity areas in the north <br />portion of the park. The other parking area is proposed to serve <br />the southern picnic area and canoe access. The picnic shelter, <br />tot lot and northern picnic area and shelter are proposed to be <br />located south of the western ball fleld. <br /> <br />The development of the park is designed to increase the public <br />utility of the park and to enhance the many natural features of <br />the park. The project is designed so that there is minimal <br />impact on the natural environment of the park and Co develop the <br />rest of the park for passive uses and to establish native prairie <br />in part of the park. <br /> <br /> <br />
