ATTACHNENT A COHPREHENSIVE PA]~ PLAN BEND PARK Attached are excerpts from the City's Comprehensive Park and Open Space Plan adopted in 1980 and also included as part of the City*s Comprehensive Plan. The park plan outlines the Park and Recreation Commission's plans based on public input for parkland development through 1986. This plan notes that the City needs to develop facilities for young adult recreation programs and family activities. In addition, the plan notes that multiple use parks should be high priority pro,acts in the City. The plan also indicates the Commission*s recommended safeguards for the preservation of shorelands and use of shorelands for recreational facilities. The City has anticipated the development of this park to include mixed recreation uses with the possibility of future construction of a co,unity recreation facility. The park viii be open to the public; no fees viii be charged to uae the park. Development of the park is designed so that there is minimum conflict and maximum complement between the park uses and the adjacent residential uses. In addition, the City*s Park and Recreation Commission has designated the development of the £iver*s Bend Park as a high need for the community. By developing the River*s Bend Park, the City is achieving several objectives. First, it is developing a much needed recreational facility for use by the entire community. Second, the City will be increasing the utility of a flood plain area while preserving that area in accordance with adopted regulations.
