TO: Park and Recreation Commission <br /> <br />FROM: City Staff <br /> <br />RE: Park Dedication Requirements for Northfork P.U.D. <br /> <br />On January 9, at a scoping meeting on the Environmental <br />Assessment Worksheet for the Northfork P.U.D., Dennis Donovan, <br />fhairman of the Park and Recreation Commission suggested that the <br />developers may wish to discuss certain issues with the <br />Commission. The developers agreed that the issues were important <br />and should be discussed as soon as possible. Consequently, the <br />developers agreed to be at the January 16 Park and Recreation <br />Commission meeting to discuss these issues. <br /> <br />~hese issues include: <br /> <br />Park Dedication Fee vs. Land <br />- City Code requires a park fee equal to .0025 percent of <br /> each building's valuation; this fee is collected with <br /> each building permit issued by the City <br />- City Code allows City Council to request land (no more <br /> than 8%) from the developer for parks and open space <br /> <br />g <br /> <br />Lake Access <br />- Is the Commission interested in access to Lake Itasca <br />- Access for passive or active use <br />- Summer vs. winter use <br />- DNR regulations <br /> <br />Trail Access <br />- Motorized vs. non-motorized usage <br />- Eventual linkage to Trott Brook trail system/ <br /> integration of public facilities <br /> <br />How will trails/access be maintained <br />- City crews <br />- Civic organizations <br />- Other <br /> <br />5.
