ADDITIONAL PARKS Rum River Central Park This is major county park lying in the northeast corner of Ramsey and future development would be provided by Anoka County. Presently, this is a major facility which is invaluable in allowing access to the beautiful Rum River. Boy Scouts A 170 acre campground site for private use by the Boy Scouts is complimentary to publically owned park lands. This is privately managed but the City should maintain contact with BSA to insure the land is preserved as a camp facility; meets building code require- ments for new development; and provides adequate stewardship for the entire site as a critical green space in the community. Gun C1 ub The Gun Club is privately owned and operated by Federal Cartridge Company for its employees. It is adjacent to the land that will be developed as Community Playfields. As long as the Gun Club continues to be operated in a strict manner, it should pose no conflict to municipal park operations. TRAILS Many of the residents are adamantabout providing multi-use trails that transect the City. As energy concerns become more and more evident, this makes sense. Safety is one of the biggest problems when trail layouts are proposed. This is a concern because unattended children are frequent users; multiple users can cause conflicts; and motorized vehicles almost never should coincide with trail routes. At the present development level, Ramsey does have the opportunity to provide for well designed, safe, multiple use trails. As trails are constructed the following guidelines should be observed: separation from streets and appropriate signaling where trails cross roadway. paved surface for bicycles - usually a minimum of 8 feet wide. separation of bicyCles and pedes~rianswith attention to barrier free trails. 22
