Bergeron stated that the publication schedule would remain the same, bi- <br />monthly, and front-page coverage would be on a rotating basis between Ramsey, <br />Anoka and Andover. <br /> <br />Mayor Heitman inquired about the possibility of a monthly issue. <br /> <br />Mr. Bergeron replied that it would take a considerable amount of City Staff <br />time and his firm's staff time. Mr. Bergeron proceeded to explain the process <br />which has to be followed for each issue of the paper. Mr. Bergeron suggested <br />that after 3 issues of the tri-city newsletter, which will occur at the time <br />of Ramsey/Bergeron contract expiration, the newsletter issue be reviewed for <br />renewal and publication schedule purposes. <br /> <br />Motion by Councilmember Reimann and seconded by Councilm~mber Schlueter <br />authorizing Bergeron and Associates to jointly work with Andover, Ramsey and <br />Anoka in the publication of a tri-city newsletter beginning in March of 1985 <br />and for the following two bi-monthly publications thereafter. <br /> <br />Further Discussion: Councilmember Cox stated that it was ridiculous for <br />anybody to think that commercial develoDment in Ramsey could finance a program <br />like this based on the ratio of populus attracted. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Mr. DeSanto has talked to several people and would like an answer <br />from the Council as to why this $1 d~mping permit was done away with. <br /> <br />Mr. Goodrich stated that it is simply a case of the landfill being sold and <br />the owner has not opted to offer the $1 residential dumping permit advantage. <br /> <br />Mr. DeSanto stated that a female employee at Waste Management told him that <br />Anoka and Ramsey declined their lifelong permit application during contract <br />negotiations; if the opportunity was there, why was it thrown away? <br /> <br />Mr. Goodrich stated that to his knowledge, lifelong permit application was not <br />offered to Ramsey; the purchaser could not afford to offer the feature in lieu <br />of purchase price payments due to the City. <br /> <br />Mr. Edward Moersfelder was present and stated that on Waste Management's part <br />there was probably some balancing done between the amount of revenue to <br />residents generally because of the purchase price compared to those who dump <br />specifically; Waste Management went with general resident benefit only. <br /> January 22, 1985 <br /> <br />Page 13 of 30 <br /> <br /> <br />
