Bergeron stated that the publication schedule would remain the same, bi-
monthly, and front-page coverage would be on a rotating basis between Ramsey,
Anoka and Andover.

Mayor Heitman inquired about the possibility of a monthly issue.

Mr. Bergeron replied that it would take a considerable amount of City Staff
time and his firm's staff time. Mr. Bergeron proceeded to explain the process
which has to be followed for each issue of the paper. Mr. Bergeron suggested
that after 3 issues of the tri-city newsletter, which will occur at the time
of Ramsey/Bergeron contract expiration, the newsletter issue be reviewed for
renewal and publication schedule purposes.

Motion by Councilmember Reimann and seconded by Councilm~mber Schlueter
authorizing Bergeron and Associates to jointly work with Andover, Ramsey and
Anoka in the publication of a tri-city newsletter beginning in March of 1985
and for the following two bi-monthly publications thereafter.

Further Discussion: Councilmember Cox stated that it was ridiculous for
anybody to think that commercial develoDment in Ramsey could finance a program
like this based on the ratio of populus attracted.

Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox,
Reimann and Schlueter. Voting No: None.

Council recessed at 9:00 p.m.

Mayor Heitman called the Council meeting back to order at 9:18 p.m.

~... itilliam.DeS_ .an~._R_e.a_ar_~fn? t?r~ffil.1 DnmDino Pae Eor..-Ram-~Y

Mr. DeSanto stated his objection to the $1 dumping permit being abolished
since Waste Management's purchase of the landfill; that he feels Ramsey
residents should receive some compensation for hosting a landfill in the
community. Mr. DeSanto has talked to several people and would like an answer
from the Council as to why this $1 d~mping permit was done away with.

Mr. Goodrich stated that it is simply a case of the landfill being sold and
the owner has not opted to offer the $1 residential dumping permit advantage.

Mr. DeSanto stated that a female employee at Waste Management told him that
Anoka and Ramsey declined their lifelong permit application during contract
negotiations; if the opportunity was there, why was it thrown away?

Mr. Goodrich stated that to his knowledge, lifelong permit application was not
offered to Ramsey; the purchaser could not afford to offer the feature in lieu
of purchase price payments due to the City.

Mr. Edward Moersfelder was present and stated that on Waste Management's part
there was probably some balancing done between the amount of revenue to
residents generally because of the purchase price compared to those who dump
specifically; Waste Management went with general resident benefit only.
January 22, 1985
