d) Appoin~ent of An Ad Hoc Landfill Committee - Councilmember Cox stated that Waste Management of Minnesota, Inc. make a presentation to the Ad Hoc Landfill O~ttee once it is formed. Mr. Moersfelder stated that Waste Management's view of this oommittee is positive; Waste Management will make a presentation; and Mr. Terry Miller has applied for appoin~ent to the Committee. Mayor Heitman stated that he understands that Mr. Miller is a resident of Ramsey but he would like to keep the membership to those most directly affected by landfill issues and not those persons who are a part of or working for Waste Management of Minnesota, Inc. Mayor Heitman added that the Committee should make use of resources and information available through Waste Management of Minnesota, Inc. Councilmember COx stated that he made a motion 3 years ago for an ad hoc landfill committee and has now renewed that motion; the motion was for an ad hoc oommittee in the matters of landfill; Mayor Hei~an's position stated above is not the position of the motion to establish a Committee. Councilmember Cox stated that Committee time frame and parameters should be discussed before naming appoin~ents. Councilmember Schlueter stated that she has received two verbal applications from Roger McC~lley and Ray Renner; formal letters of application are forthcoming. Councilmember Reimann reoommended tabling making appointments to the Landfill Ad Hoc Committee until Council's meeting scheduled for February 12, 1985. Douglas Fountain - 15255 Garnet St. - Recommended that the Ad Hoc Landfill Committee be appointed prior to Metro Council's public hearing on January 28, 1985 in order that the Committee may also attend as citizen support of City response to Solid Waste Management Development Guide. Councilmember Schlueter suggested that all applicants for the Ad Hoc Landfill Committee be informed of the January 28, 1985 public hearing. Motion by Mayor Heitman to form an Ad Hoc Landfill Committee consisting of 7 members with a time frame of 6 months and the option for reappointment of the oommittee at the end of 6 months. Further, that the following persons be appointed to the committee: Susan Beale, Douglas Fountain, Shelly Morgan, Erika Sitz, Ray Renner, RalI~h Reiter and John Lichter. Further Discussion: Councilmember }{eimann stated that each councilperson should have the opportunity to recommend appointments to the oommittee. Mr. Edward Moersfelder stated with regards to Mayor Heih~an's concerns regarding a representative of Waste Management serving on the committee, that Council is not only dealing with citizens adjacent to the landfill but also an important corporate citizen of the oon~unity which provides some tax base and $20,000/month in revenues to the City. Mr. Moersfelder continued that things happening in City Council chambers do directly concern the landfill and that fact should allow Waste Management representation on the oommittee.
