I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />i <br />I <br />i <br />I <br />I <br /> <br />County/City sports stadium, exposition centex. <br /> <br />Edward Moersfelder - ~his development plan Mr. Sevich outlined was fashioned <br />to meet temporary conditional use requirements. ~his proposal leaves adjacent <br />land ready to use consistent with Ramsey's Industrial zoning. ~his piece of <br />mining develo~ent is consistent with the piece to the north being used by <br />Waste Management of Minnesota. All this property will fit within Ramsey's <br />development program~in years to oome. ~e ~hasing process will keep dust and <br />noise to a minimum and there is a natural screening to the mining activity. <br />Mining this property will eliminate the need for additional truck traffic <br />coming into Ramsey. ~e length of time on the permit is tied to the 20 year <br />requirement imposed by the County. Waste Management of Minnesota is agreeable <br />to Planning and Zoning's recommendation that the permit be issued for 5 years <br />with the option to renew. ~e phasing process means that there will only be 5 <br />acres at a time being actively mined and it leaves the property in suitable <br />condition at the termination of the development. Waste Management is prepared <br />to post a $10,000 bond for restoration, is agreeable to no fill material being <br />transported on any public highway and will adhere to dust control regulations. <br />Note that Waste Management has met conditional use permit criteria and ask <br />Council to react favorably and approve Waste Management of Minnesota, Inc. 's <br />request for a mining permit. <br /> <br />Larry Phillips - 6640 153rd Lane N.W. - We do not want to be the ones to grant <br />this permit to the landfill; it will be viewed as Ramsey wanting the site and <br />we want the decision makers above us to know that Ramsey does not want to be <br />in the landfill business. We have not seen evidence of a need for more fill. <br />At a previous meeting, Mrs. Morgan stated that she had been told by someone at <br />the landfill that there is fill at the existing site and Mr. Terry Miller <br />never denied this statement. Once we give them a permit, we cannot take it <br />back; the decision is in Council's hands and they should vote 'no' to the <br />permit request tonight. <br /> <br />Larry Morgan - 15135 Garnet - We feel giving Waste Management of Minnesota a <br />so called temporary mining permit for 20 years is giving them the right to <br />further damage our oon~unity; they are destroying the natural beauty of the <br />area. We already have a landfill that Waste Management of Minnesota owns and <br />operates that we do not want and it has already scarred this oon~unity. At <br />the public hearing in June of 1984, Waste Management of Minnesota stated that <br />the landfill is a large piece of land that cannot be developed; now they want <br />a temporary mining permit to scar our community even more. ~lqis mining will <br />be an extension of the landfill operation as a whole. ~e City has a bad <br />reputation as a city with a landfill and it's probl~s. Do we want our <br />reputation, damaged any more than it already has been? At the January, 1985 <br />Council meeting a landfill ad hoc committee was formed and Councilmember Cox <br />stated that there people outside this oommunity with a large investment in <br />this oommunity -- every citizen here has the same investment in their homes. <br />I am asking Council to deny the mining permit and help the citizens protect <br />our investments. <br /> <br />Douglas Fountain - 15255 Garnet - Requesting that the mining permit be denied. <br />In support of that request, I am offering Section 473.806 of the Waste <br />Management Act which says that no oounty, city or town shall permit <br />development not approved by Metro Council nor shall any county, city or town <br /> February 12, 1985 <br /> <br />Page 3 of 9 <br /> <br /> <br />
