I <br /> I <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> ! <br /> I <br /> I <br /> I <br /> <br />PROCEEDINGS OF CITY CC~3NCIL <br /> CITY OF RAMSEY <br /> ANOKA OGUNTY <br /> S~TE OF MINNESO~ <br /> <br />A special meeting of the Ramsey City Council was held on Wednesday, February <br />27, 1985 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Rei~an <br />Councilmember Jean Schlueter <br />Councilmember Gary Reimann <br />Councilmember A1 Sorteberg <br />Councilmember Arnie COx <br /> <br />Also Present: <br /> <br />City Administrator Lloyd Schnelle <br />City Engineer Peter Raatikka <br />City Accountant Jeanne ~aapala <br />Director Of Technical Services Clayton Berg <br />City Planner Anne Norris <br /> <br />Mayor ~eitman called the special Council meeting to order at 7:35 p.m. and led <br />in the Pledge of Allegiance to the Flag. <br /> <br />Mr. Art Raudio - 1404 South Broadway - Sauk Rapids - Stated that he heard the <br />City is considering changes to the Comprehensive Plan. Mr. Rauido stated that <br />he believes in progress but the City should not act to hastily; hasty action <br />could be disruptive to the community and the people investing in the <br /> <br />Mr. Schnelle stated that there is a joint meeting between City Council, <br />Planning and Zoning and Metro Council scheduled for March 7, 1985. <br /> <br />Mr. Raudio stated that he is disturbed with the open meeting law. Mr. Raudio <br />stated that he understands that it is looked upon unfavorably for two <br />counci]3ue~bers to discuss City matters when it is not an official posted <br />meeting. Mr. Raudio stated that there are times when he would like to discuss <br />matters with 2 councilpersons at one time rather than seeking out each <br />councilperson individually. Mr. Raudio requested that the City Attorney <br />research this issue. <br /> <br />Mr. Schnelle stated that he has been informed by the City Engineer that two <br />councilpersons can converse, but not about City business. <br /> <br />Mr. Raudio stated that he doesn't see anything wrong with discussing matters <br />with two councilpersons at a time, as long as it is not a quorum and no <br />official action can be taken. ~e open meeting law is a real hindrance to <br /> February 27, 1985 <br /> <br />Page 4 of 21 <br /> <br /> <br />
