Ramsey's develol~ment has <br />been severely restricted by the comprehensive plan, flood plain, critical <br />rivers, wetlands, shorelands and adjacent oor~unity features such as lower <br />interest financing and 2-1/2 acre density. ~Wo and one-half acre parcels are <br />not selling well in Ramsey and a 2-1/2 acre density would have been sufficient <br />to deter rural development; 1 in 10 is not necessary. Mr. De~er stated that <br />Ramsey can find ways to simultaneously develop rural and urban areas and it <br />should not be a worry of the Metro Council. Ramsey has good potential to <br />develop at just under 1 in 5 and what oould Metro Council do besides slap our <br />hands? <br /> <br />Mr. Barton inquired as to how the $2,000,000 bond would be amortized if <br />sufficient develot~ent did not occur in the urban area; assessments can only <br />go to those benefitting. <br /> <br />Mr. Gerald Zi~merman stated that much to his regret, past experience in Ramsey <br />has proven that there are natural development centers and focusing on a <br />particular area does not always insure development. <br /> <br />Mr. Ken Peterson inquired as to the extent Ramsey's urban area must be <br />developed before the 1 in 10 requir~ent can be modified. <br /> <br />Mr. Barton replied that the forecast absorption rate is 200/units per year and <br />bow much of that will be in the rural area is conjecture. Sewer and water <br />could increase that absorption rate to 300-400 units/year. ~he Metro Council <br />is not saying that the 1 in 10 will not be modified until the last unit in the <br />urban area is developed. ~he city's develot~ent progress should be reviewed <br />every 5 years and when you get to a certain point, go for expanding the <br />density requir~ent. <br /> <br />Councilmember Schlueter inquired as what the 1990 date on Ramsey's Urban area <br />refers to. <br /> <br />Mr. Barton replied that the Urban area was approximated in 1975 and based on <br />population trends at that time, it se~ed to represent the a~ount of land <br />developable by 1990. ~he only way those lines will be refined is by local <br />input into the comprehensive plan. Starting this year those lines will be <br />reviewed to apply to the year 2,000; some areas may not change and some areas <br />will need adjustments. <br /> <br />Ouairman Peterson inquired if there is any way Ramsey can loan to surrounding <br />cities, our inherited capacity in exchange for some density modifications and <br />explained that some of Ramsey's developers are not being treated fairly. Mr. <br />Peterson added that Ramsey is not treated fairly when it comes to Lawcon <br />grants, MTC programs, etc. because Ramsey is rural and Metro Council is <br />forcing Ramsey to stay that way; the 1 in 10 would be easier to live with if <br />we were not being discriminated against. <br /> <br />Mr. Barton replied that part of the Lawcon criteria is park location. <br /> <br />Mr. Peterson inquired if Ramsey should use valuable sewered land for parks in <br />order to obtain Lawoon grants. <br /> <br />Ommissioner Deemer inquired as to what the Metro Council could do if Ramsey <br />exceeds the 1 in 10 requir~ent, other than holding back money Ramsey is not <br />March 7, 1985 <br /> <br />Page 4 of 9 <br /> <br /> <br />
