Mr. McLaughlin noted that some ~ay feel this is t~nfair, but <br />pointed out that Ramsey is losing tax dollars because other oommunities in the <br />County are using Tax Increment Financing and now Ramsey is in a position to <br />subsidize on that loss. Mr. McLaughlin stated that Tax Increment Financing <br />attracts commercial develoI~ment and the obvious benefit to the developer is <br />that it assists in making a better neighborhood. Mr. McLaughlin stated that a <br />oommunity has to offer something special in order to tip the scales in it's <br />favor for development and noted that most other communities in the County are <br />using Tax Incr~pent Financing. <br /> <br />Councilmember COx stated that Tax Incre~ent Financing should be discussed with <br />the Ecor~mic Development Cor~nission; that Ramsey is being penalized right now <br />and this is one of the opportunities we have to enhance that urban area for <br />the total benefit of Ramsey's citizens by providing public facilities through <br />other than tax dollars. <br /> <br />Council directed City Staff to place on the next regular Planning and Zoning <br />Commission meeting agenda, a joint discussion regarding Tax Increment <br />Financing and to invite Ms. Arlin Waelti of to that meeting. <br /> <br />Virgil Barnes - 2807 Taylor St. - Requested Council approval for a two-day air <br />show at Gateway North Industrial Airport on August 17 and 18, 1985. Mr. <br />Barnes noted that all aircraft in the air show will be piston engine aircraft. <br />~he air show will be in conjunction with some charity; air show operation will <br />be from 8:00 a.m. to dark. Mr. Barnes stated that air show approval is needed <br />as soon as possible as a certain amount of lead time is needed in order to <br />proceed to oontract air show performers. Mr. Barnes stated that the City and <br />airport owners will all be named on the insurance policy. <br /> <br />Mr. Berg stated that the air show approval would require a temporary <br />conditional use permit. <br /> <br />Councilmember COx noted that the City has experienced traffic and parking <br />problems with air shows in the past. <br /> <br />Council consensus is to place Mr. Barnes' request for air show approval on the <br />Council Agenda as Case t15. <br /> <br />Jim Armstrong - 8501 156th Lane - Stated he is before Council for the second <br />year with high water and a larger ponding area. Council's direction last year <br />was that Councilmember Sorteberg and City Engineer Raatikka review the area. <br />Mr. Armstrong stated that he wants Council to consider the health factor of <br />two drainfields to the south bad and one to the west bad, all draining into a <br />swamp breeding ground for mosquitos. Mr. Armstrong stated that the ponding is <br />encroaching the foundation of his home; Ramsey has been advised for 12-13 <br />years that the water drainage problems are getting worse in Ramsey; the lot <br />was an approved building lot when the home was built 6 years ago.
