I <br /> <br /> I <br /> I <br /> <br /> I <br />I <br />I <br />I <br /> <br />I <br />I <br /> <br />did and he is s~ding with 99% of what the Commission members are saying <br />tonight but in that 1%, there is the possibility of unintentionally <br />castorat]ng Chapter 8 with this amer~]ment. <br /> <br />Commissioner Beit~an - Aye. <br /> <br />Chairman Sieber - Aye. <br /> <br />Motion carried. <br /> <br />Chairman Sieber stated that he recognizes Commissioner Buchanan's concern and <br />Con~issioner Buchanan does have recourse in Chapter 5 of the Charter. <br /> <br />Motion by Co~issioner Buchanan and seconded by (k~issioner Lichter to <br />recommend that Ramsey City Council, at the expiration of the City's contract <br />with Bergeron and Associates, publish the City newsletter monthly, if <br />necessary, at the City's expense. <br /> <br />Further Discussion: Commissioner Gamec stated that the motion should be to <br />recon~end that City Oouncil appoint a oon~nittee to research the cost and <br />feasibility of a monthly newsletter in Ramsey. <br /> <br />Commissioner Buchanan withdrew bis motion and Commissioner Lichter withdrew <br />his seoond to the motion. <br /> <br />Motion by Commissioner Buchanan and seconded by Cg~nissioner ]~eitman, for <br />further discussion, to reco~nend to City Council that Charter Chapter 12, <br />Section 12.13 be amended to require that the City newsletter be published 12 <br />times a year. <br /> <br />Further Discussion: Commissioner Buchanan stated that this Commission has <br />just made a major change to Chapter 8 and requiring more frequent publication <br />of the City newsletter would have rendered complaints on Chapter 8 less <br />substantial. Commissioner Bauerkemper stated that this motion serves no <br />purpose as the proposed amendment to Chapter 8 already waives the newsletter <br />requirement with respect to 100% petitioned for projects, fbmmissioner Gamec <br />stated that even with a monthly newsletter, problems could arise. <br />Commissioner Buchanan stated that with the attitude of Commissioner Gamec, <br />developers and the Ramsey Economic Development Commission, there would be a <br />problem if the newsletter was published every 14 minutes. Commissioner Gamec <br />stated that there is still a lot of citizen protection in the Charter. <br />Commissioner Lichter asked Cormmissioner Buchanan why a developer picking up <br />100% of the assessments should be subjected to the time frame delays in the <br />newsletter and 60 day waiting period. Commissioner Buchanan stated that fears <br />regarding sewer and water have been falsely alleviated; some of the citizens <br />are looking at a $20,000-$30,000 sewer and water bill in 2-3 years. <br />Commissioner [{eitman stated that he feels those fears can be addressed with <br />what remains in the Charter. Chairman Sieber inquired as to a citizen's <br />recourse, during that 60 day waiting period, if he is not i~volved in the <br />assessments. Commissioner Buchanan stated that a citizen could initiate an <br />ordinance banning the type of project proposed.
