M~e r s Present: Mayor Gary Heit~w~n Councilz~er Jean Schlueter Councilmmber A1 Sorteberg Councilm~r ;%rnie Cox Councilz~Der Gary Rei~a/un Also Present: City Administrator Lloyd Schnelle Director of Techrdcal Services Clayton Berg City Attorney C~rich Larry Koshak of Hakanson/Anderson Engineering Reporter Angela Flint Mayor Beitman called the public hearin9 to order at 8:11 p.m. PRESENTATION BY ENGINEER '1 Mr. Larry Koshak gave a slide presentation of Sealcoating Improvement Project ~85-7 shcwing affected area and estimated total and Der unit costs. ! I I I I i I I CITIZEN INPUT Les F~rtens - 6956 161st Lane - Noted that the engineer's presentation referred to a 1/2 unit assessment and inquired what it meant. Mr. Schnelle - Replied that the property in question has two entrances and receives one assessment for his ~%~in ingress/egress and a 1/2 assessment for the seoondary ingress/egress onto another street. Les Martens - Inquired as to the reasons for differences in assessing methods, i.e., unit, 1/2 unit, and front footage. Les Martens stated that his area is keing assessed on a per unit basis; there are various sizes of parcels in his area and may~ it would have keen more fair to assess on a front footage basis in his area also. Mayor Heitman - Stated that Les Martens area is platted and pointed out that unit does not refer to dwellings, it refers to platted lots. Councilm~ber Cox referred to the 1/2 unit assessment in this project area and stated that he recalls that this property ~ner's access is onto an MSA road, which is paid for with MSA funds, but based on the fact that there is scme April 9, 1985 Page 1 of 3
