Mr. Schnelle - Stated that citizens can call the City regarding streets needing repair work and the Streets Department will check out the severity of the repairs needed. Mike Schutz - 7410 15]st Lane - Stated that the streets in his area were paved two years ago and in less than one year the road started cracking; cracks led to soil erosion underneath the load. Mr. Schutz referred to Mr. Schnelle's comments zegarding the City Streets Deparb~ent not having enough time and stated that inspecting and repairing streets is supposed to be the Street Department's job. Area streets were ct~ne hastily and the breakage started occuring in October and November; the only person who supported my ooncerns was Councilm(m~er Cox. In 2-3 years, this area will be up for sealooating and the residents can petition against it and get the necessary repairs through the City's Street Department. Ron Benson - 16045 Xenolith - Irquired as to who pays for the major street repai rs needed. I I I Mayor l~ei~an - Replied that general maintenance like crack filling comes out of the City's General Fund and if the amount of general maintenance repairs increase,, the City will have to increase taxes to add more personnel to the Streets Department to o~ntinue the service. Ron Be~nson - Stated that it somc'~ like sealooating is preventive maintenance. Morrie Mox - Inquired if it wouldn't be cost effective for the City to do it's mn sealooating. I I I I I I I I Mr. Schnelle - Replied that Ramsey does not have the appropriate egui~ment and other cities that do their own sealooating are ceasing to do so because they have found that it is not cost effective. Mr. Schnelle stated that the Streets Department also maintains the City parks and there is not enough personnel to attend to everything. Morrie Mox - Stated that the parks has nothing to do with the streets; parks are a luxury and streets are a necessity. Motion by Councilm~nber Cox and seoonded by Counci~r Sorteberg to adjourn this public bearing. Motion carried. Voting Yes: Mayor Heitman, Councilr~rs Sorteberg, Cox, Reimann and Schlueter.
