Kathy McKnight - 7421 350th Lane - Stated that 11 years ago the water table in that area was oomparable to what it is today; 8 years ago, there was no standing water in the area. ne whole State is at a peak saturation point ~ght now; it's not right to install culverts, at the ex~nse of the residents, for something nature will take care of itself. The person that petitioned for this drainage project bought his bc~,,e when the entire backyard was under water; he purchased the h<~ne fully aware of the water situation and nc~ he wants the whole neighborhood to do something about it. Dale McKnight - Stated it is ridiculous for the City to think of assessing everybody in the neighborhood when 80% of the neighborhood doesn't want the project; the City has spent all this time and money on something that one person wants. CouDciln~r Schlueter - Noted that the person with drainage problems did not petition for the project; that person brought the problem, to Council's attention and Council's direction was for a feasibility study and hearing. Mike Scbutz - 7410 15]st Lane - Stated that he should not be assessed for the project becsuse the drainage problen will never get bad enough to reach his property. Stated that at the time the.blacktop streets were installed, oertain grading and digging was done to guarantee against drainage problens. The properties having drainage problens were aware of the situation when they applied for their building permits. Mr. Boutain - 7351 150th Lane - Stated that he lives on a hill, has no drainage problem, and doesn't see why he should help p~y for somebody else's problems. Mr. Berg - Pointed out to Mr. Boutain that the drainage from his property goes into the ponding area and he is therefore contributing to the area drainage p~ obl ems. Ron Rautio - 7521 149th Lane - Stated that adding more water to the ponding area will cause it to settle and the residents will then have to 13ay for fill to be brought in. Mr. Koshak - Stated that the amount of additional fl<~ into the pond should not be significant enough to do any more harm than what is being done ky the water existing there now. Mr. McKnight - Stated that he moved to that area because he likes the pondin9 and he wants it to stay that way. Sandra Rautio - 7521 149th Lane - Stated she walks the area very often and there are many times when the water is across the road on 149th; adding more water will cause o~nplete flooding and people will have to access the area' via April 9, 1985 Page 2 of 3
