Votin9 No: None. <br /> <br />A~rport Con~,iss]on C~ajrman Jack Ippel was present and requested Council <br />al~proval for a joint Council, Airport, Economic Development and Planning and <br />Zoning meeting regarding the draft final A/rport Master Plan. <br /> <br />Mr. Larry Koshak stated that the draft final Airl~>rt Faster Plan should be <br />completed by May 8, 1985. <br /> <br />Mayor lqeit~an stated that he would like a.oo.l~y of the Airport Master Plan <br />prior to the May 15, 1985 meeting for reviewing puri~ses. <br /> <br />Motion by Councilm~nber Cox and seoonded by Mayor IHeitman to approve of the <br />joint meeting as requested ky the Airport Cc~ssion to meet with the City <br />Council, Economic Development Con~r~{ssion and PLanning and Zoning Commission at <br />7:30 p.m. on Wec~esday, May 15, 1985 at the Ramsey Municil~tl Center, 15153 <br />Nowthen Blvd. N.W. Further, the Airport Cc~ssion will chair said meeting. <br /> <br />Motion carried. Voting Yes: Mayor Iqeitman, Councilm~rs Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />B. _Moratorium - <br /> <br />Airport Commission Chairman Ippel stated that during the last meeting of the <br />Airport Co~mission, it was brought to the Ccxnmission's attention that there is <br />some hcme oonstruction occurring in areas potentially affected by airport <br />develofment; upon the advice of the oonsulting engineers a zm~tion was adopted <br />requesting that Council advise all existing landowners in the airluort affected <br />area of the Airport Master Plan time frame and place a moratoriL~n on any <br />further develol~pent through the end of 1985. <br /> <br />Mayor Beitman inquired how the bc~nec~ners of those homes currently under <br />construction would be reimbursed if airport development is approved. <br /> <br />Mr. Ippel replied that land acquisition is the most expensive it~ in airport <br />develofment; acquiring raw land is much less expensive than acquiring land <br />with homes on it. <br /> <br />City Attorney Goodrich expressed ooncern that placing a moratoriu~ could imply <br />reverse oonc~tion and receipt of the property on the p~rt of the City; the <br />City can place a moratorit~n on subdividing, but oeasing the building permits <br />oould lead to real problens. <br /> <br />Mr. Ippel stated that the Airport Commission is ooncerned that persons may <br />acquire property in the potentially affected airport area without knowing what <br /> April 9, 1985 <br /> <br />Page 13 of 14 <br /> <br /> <br />
