Members Present: Mayor Gary Heitman Councilmmber Jean Schlueter Councilmember Gary Reimann Councilmmt~r Arnie Cox Councilmmber A1 Sorteberg Also Present: City Administrator Lloyd Schnelle City Planner Anne Norris Reporter Angela Flint Mayor Heitman called the special Council meeting to order at 6:40 p-m. COUNCIL BUSINESS ca~e_$1: Tax IncremenkF/rmncing: Mr. Schnelle stated that he has talked with Ms. Arlin Waelti of the O'Connor and Hannah Law Firm and acoording to her there are several approaches to establishing a tax increment program: 1. By Council declaration with Council serving as the board m~mbers 2. By establishing a Housing Redevelolm~_nt Authority with appointed board members. 3. By establishing a ~ousing Redevelopment Authority with Council serving as the board menbers. 4. By Port Authority- Mr. Schnelle stated that the Council declaration approach is the most expedient method; Housing Redevelolm~ent Authority approach takes about 6 weeks to put into place but allows for more recovery of Staff time and a broader range of uses. Mr. Schnelle reco~ed that Council not oonsider the method of Port Authority. Mr. Schnelle stated that he strongly recommends that Council proceed with the Gouncil declaration method and engage Ms. Arlin Waelti to get Ramsey's tax increment program in plaoe at a (Dst of approximately $7500.
