Voting Yes: Mayor Heitman, Oouncilme~nbers Sorteberg, Cox, <br /> <br />A) Reauest For Right-Of-Way Reimbursement And Grading Costs For Dysprosium <br /> Street NW In Flintwood Hills Second Addition - <br /> <br />Mr. Raatikka stated that Ramsey has not established a Road and Bridge <br />(k~mittee for 1985, but Oouncilmembers O~x and Sorteberg did meet with City <br />Staff and developer regarding this issue. <br /> <br />Mr. Berg stated that City ~gineer Raatikka has prepared a new recommendation. <br />Ina~nuch as the plat was approved at a time when there were no asses~ents for <br />MSA streets, the proposed assessments to the developer would be deleted in <br />exchange for right-of-way donation. Ramsey should pay the developer for the <br />necessary common excavation and muck excavation. <br /> <br />Gouncilmember Cox pointed out that in order to make the plat acceptable, it <br />will require considerably more grading and excavation; the City will recover <br />it's payment to the developer for this excavation through the assessments to <br />that area. <br /> <br />Mr. Berg stated that the City could have built the MSA road with less yardage <br />excavation, giving no consideration to surrounding lands; this action would <br />have resulted in rendering some lots useless; Mr. Raudio brought this fact to <br />the City's attention and that is the reason for the added excavation costs. <br /> <br />Mayor Heitman inquired as to where the excavation cost estimates fr(~. <br /> <br />Mr. Raatikka stated that he computed the figures. <br /> <br />Mr. Raudio stated that there was a study going on during platting for an <br />alignment of the MSA road to extend fr~ Anoka through Ramsey and Mr. /~olm <br />reluctantly agreed to let the MSA road go through this plat; the City <br />shouldn't penalize someone for cooperating; if the MSA road hadn't been <br />aligned through Flintwood II, it would have had to pass through Flintwood I or <br />in the area of KANO t~der. <br /> <br />Mr. Raatikka confirmed Mr. Paudio's statement. <br /> <br />Councilmamber Cox stated that he was of the understanding that the development <br />would still receive asses.~ents for the MS& road. <br /> <br />Mr. Berg stated that the new recomme~tion is to forego any asses~m-nts for <br />the MSA road in exchange for right-of-way donation, based on the fact that at <br /> May 14, 1985 <br /> <br />Page 12 of 20 <br /> <br /> <br />
