I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Mayor Heitman inquired if lending Ramsey's name to the grand opening of <br />River's Bend woul~'t be oonsidered discriminating against other developers in <br />the City. <br /> <br />Mr. Goodrich stated that the distinction in this case would be that River's <br />Bend is the first development in Ramsey to be servioed by municipal sewer and <br />water and Ramsey's involvement in the grand opening should be geared to that <br />fact. <br /> <br />Motion by Oouncilmember Cox and seoonded by Councilmember Reimann that Ramsey <br />oo-sponsor the grand opening of River's Bend at no oost to the City; further, <br />that the invitations be sutmitted to the City Attorney for review prior to <br />mailing. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, (]ox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />~ .~ IncremeDt Financing: <br /> <br />Mr. Schnelle was present for this case. <br /> <br />Mr. Schnelle stated that Ms. Waelti has proceeded to prepare a tax increment <br />progra~ for Ramsey. <br /> <br />Case ~2: .~olioe Labor Nego_ tiations: <br /> <br />Councilmember Reimann stated that he thought salary increases for police in <br />1985 would be minim~ in view of the fact that the police received an <br />excellent salary package in 1984. Councilmsmber Re{mann stated that he is <br />reoommending a 3% increase in salary; no increase to health insurance; <br />attendance to training for I~)ST credits will be at officer's expense, only <br />tuition, mileage and meals will be reimbursed; officer's to oontribute one <br />hour per month in administrative time. <br /> <br />Mr. Schnelle stated that Councilmmmber Reimann's re(xm~er~tion represents a <br />net increase of 1.61%. <br /> <br />Gouncilmember Cox stated that based on the police oontract and the longevity <br />pay oontained therein, the increase nets out at 8%° for three of the officers. <br /> <br />Mr. Schnelle stated that longevity pay is a part of signed ~ontract; what is <br />being negotiated is annual salary and health insurance; the police deparh~ent <br />has agreed to withdraw their request for an additional holiday. <br /> <br />Councilmember Schlueter agreed that longevity is a given that the police <br />received in arbitration in 1984 and it would not be appropriate to discuss <br />that item during this years negotiations. <br /> <br />Councilmember Reimann stated that Council should show some leadership; make an <br />offer and stand by that offer even if it must go to arbitration and mediation. <br /> <br />Councilm~mber Cox stated that the average increase to income resulting fr~ <br />all 1984 labor negotiations was 2.4%.
