Councilmmmber Cox stated that he
thinks the motion for the Landfill Ad Hoc Cc~mittee to review the aspects of
the request for a mining permit should stand; if the Landfill fkm~mittee makes
a reoom~tion, Council can act on it.

Councilm~mber Schlueter stated that she attended a meeting where Don Otter was
present in the audience; the subject of sliding slopes was being discussed;
she was left with the impression that Waste Management of Minnesota doesn't
want any responsibility because of the liability.

Mr. Schnelle stated that Landfill Ad Hoc Committee Chairman LeLeux has
requested that the April 16, 1985 Council minutes be placed on the next
regular ager~l~ of the Landfill Ommnittee for discussion and recommendation.

Counciln~mber Schlueter stated that the City cannot take any action on the
permit request because there is a moratoriun in place.

Mayor Heitman stated that the direction to review the request for mining
permit is foolish oonsidering the moratoria.

Councilmember Cox stated that the Landfill Ad Hoc Committee can act as far as
recommending a position for the City regarding the request for a mining
permit.

Mr. Schnelle stated that if the April 16 Council minutes have not been
approved, the subject motion can be amended or oorrected.

Mayor Heitman stated that if the Landfill Ad Hoc Committee minutes indicate
that the issue is referred ~ack to City Council for clarification, Council can
drop the issue.

Mr. Steve DeLuca stated that his understanding of the April 16 Council minutes
is that knowing that the moratoriun is in place, Council is looking for
direction iuf and when the moratoriu~ is lifted.

Mayor Heitman stated that he feels there is a vast supply of discussion
missing from the April 16 Council minutes; that what is reoorded is not what

Motion by Councilm~mber Reimann amd seoonded by Mayor Beih~an to adjourn this
special meeting of the Ramsey City Council.
May 14, 1985
