I I i :1 I I I I I I I I I I I I I I Councilmember Reimann stated that Ramsey residents living in the Elk River School District pay high taxes; the City oontributing to an Elk River School district m~i~ming pool besides is a double taxation. Gomcilmember Schlueter stated that in her opinion, that pool should be maintained through school district taxes. Oounciln~amber Sorteberg noted that the City does contribute to the (k~munity School Program; many Ramsey residents in the Elk River school district do not participate in that program; in order to be fair to all residents, maybe Ramsey should oontribute to an Elk River program that benefits Ramsey residents not p~rticipating in City subsidized programs. Mayor Heitman withdrew his motion and Councilmember Reimann withdrew his second to the motion. Motion by Mayor Heitman to table this case until June 11, 1985. Councilmmber Reimann stated that Ramsey should send a response to Elk River School District denying the request for a oontribution based on economic hardship and necessary cut-backs. Mayor Heitman withdrew his motion to table this case. Motion by (bunci~r Reimann and seconded by (buncilmm~ber Oox to disapprove the .e~nditure of $825.00 to Independent School District ~728 to help in operating the s~imming pool during the stm~er of 1985 due to the eoonomic climate in the State of Minnesota, at this time. Further Discussion: Councilmember Schlueter stated that she doe~'t completely agree with denying the request for a contribution; she would like to have more information regarding the reason for the increase in amount requested; is Elk River having problens with their ~ty Education program funding. Oouncilmenk~r Reimann noted that Elk River residents get a reduced rate for pool use; all residents of those cities contributing towards the pool maintenanoe should receive that same fee rate. Oouncilmember Reimann stated that Ramsey's letter of denial to the request should also note the discrimination in pool fees. Motion carried. Voting Yes: Gouncilmembers Sorteberg, Gox and Reimann. Voting No: Mayor ~eitman and Councilmember Schlueter. Mayor Heitman stated that his 'no' vote to the above motion does not necessarily mea_n he is agreeable to paying the requested amount of $825; that he feels a more appropriate action at this t/me would have been to request more information from Elk River School District regarding the change in the amount requested from previous years. Mr. ~odney Caouette's Letter Reg_'arding_ Permit Costs For On-Site Se_ptic ~stems.. Council noted Mr. Caouette's letter dated April 29, 1985 regarding the City's permit costs for on-site septic systems.
