Voting Yes: Mayor Heitman, (buncilmembers Sorteber9, Cox, <br /> <br />a) Needs Of Om~mmity Park Festival (I~nitt~ - <br /> <br />Councilmmmber Cox stated that a softball tournament has been planned as a fund <br />raiser to match the Lutheran Brotherhood's offer for a park donation. ~e of <br />the activities will be the raffling of a boat and trailer. ~he (k~ttee is <br />requesting a loan from the City with which to purchase the boat and trailer in <br />order that the boat can be displayed during the sale of raffle tickets. ~e <br />City will be refunded through the sale of the raffle tickets. <br /> <br />Discussion ensued whether or not a permit is required to conduct a raffle. <br /> <br />Councilmember Reimann stated that the State 1~ is that without a raffle permit <br />there is a $750 mm on cash prizes and no restrictions on the ~ount of <br />merchandise ar~ gift oertificates; with a raffle permit there is a $500/day <br />~m_~[mum on cash prizes and no restrictions on gift certificates and <br /> <br />Mr. Schnelle suggested that rather than the City loaning money to the Festival <br />Oam~t~, a better prooedure would be for the City to purchase the boat and <br />trailer and the City to be refunded through ticket sales. <br /> <br />City Attorney Goodrich stated that he would research the legal m~ans to be used <br />in a case like this. <br /> <br />Motion by Counci]m~m~er Sorteberg and seconded by Mayor Heitman that contingent <br />upon the City Attorney's research of legality ~m~ approval, the City of Ramsey <br />shall procure a boat and trailer to be used in the (km~nunity Festival raffle <br />scheduled for July 12, 13 and 14, 1985; further, that the cost of the boat and <br />trailer shall be refunded to the City through the sale of raffle tickets. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmembers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No.. None. <br /> <br />b) Recent Article Published In Ge Anoka Union - <br /> <br />Oouncilm~mber COx stated that an article in the May 31 Anoka Union regarding <br />Waste Management of Minnesota's request for a mining permit stated that his <br />motion to approve the request failed by a 3 to 2 vote; the ~ote was actually <br />to 4.
