If a city has employees working over 40 <br />hours, the city must pray that employee time and a half; employees <br />can rD longer have o~mp time and overtime pay must be paid for any- <br />thing over 40 hours. ~he County is strongly enoouraging that all <br />employees use up retroactive omp time as soon as possible. Mr. <br />Goodrich reoo~mended that the City implement this policy effective <br />with the next pay period. <br /> <br />Motion by Councilmember Reimann and seoonded by Mayor Heitman to <br />recognize the Supreme Oourt's interpretation of the Federal Fair <br />Labor Standards Act and to initiate i~mediately the inoorporation <br />of the Federal Fair Labor Standards ACt into City Ordinance; <br />further, to direct the Personnel Co~nit~ to review what <br />appropriate personnel policy changes may be necessary with a <br />preliminary reoommendation to be made at the August 27 Council <br />meeting and a final reoo~nendation to be made at the September <br />Council meeting. <br /> <br />Further Discussion: Councilmember Reimann stated that this 40 hour <br />policy should apply to all City employees and all retroactive oomp <br />time should be used up within one year's time. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilm~mbers Cox, <br />Sorteberg, Schlueter and Reimann. Voting No: None. <br /> <br />F. Placing City_ Staff And Councilmembers In Difficult <br /> Sitl~ations - <br /> <br />Mr. Schnelle cautioned council against arbitrarily granting <br />variances to City ordinances without going through proper <br />procedures, i.e., findings of fact, etc. <br /> <br />G. Staffing - <br /> <br />Mr. Schnelle stated that this item has been temporarily tabled. <br /> <br />H. Setting Special Council Meeting To Meet with AFSCME Council <br /> $14 .Regarding Labor Contract- <br /> <br />Councilme~ber Reimann stated that the Personnel Committee is <br />recommending that the proper procedure would be for Staff to meet <br />with AFSG~E and report back to Council. <br /> <br />Councilmember Cox suggested that it would be appropriate for a <br />member of the Personnel (km~ittee to sit in on this meeting with <br /> <br />Councilmamber Reimann stated that the meetings are open. <br /> <br />August 13, 1985 <br /> <br />Page 10 of 22 <br /> <br /> <br />
