Special City Council meeting minutes dated July 29, 1985.

C~issioner Fults stated that the bad publicity Ramsey has been been getting
and the way City Council is conducting business is bad for real estate business
in Ramsey.

COMMISSION BUSINESS

~ IDterviews With Applicants For Vacancies On Conmi~ion:

Mr. Steve DeLuca was present and stated that he lives and works in Ramsey and
is ooncerned with the eoonomic growth of the community because without a solid
tax base to draw from, the City is forced into this existing tax base which is
hard on both segments -- con~nercial and residential. Mr. DeLuca stated that he
is concerned with the nanber of businesses that are leaving Ramsey. Mr. DeLuca
proceeded to read his statement made to City Council on August 13, 1985 (refer
to Oouncil minutes dated August 13, 1985 for that statement).

Subcommittee Reports:

A. I~_islative -

No report at this time.

B. Finance And Economiq -

Ommissioner Fults stated that this subcon~ittee is still researching ways to
get municipal services to Mate Punch and Die. A meeting is scheduled for
August 21 with Ms. Waelti to discuss the possibility of tax increment fluids
being used for sewer extension. Using CDBG funds for the trunk line may create
some hard feelings with other developers who have bonded for trunk line,
especially if the City cannot assess the landowners for sewer paid for with
CDBG funds. Commissioner Fults stated that maybe the west landowners should be
encouraged to do what the landowners on the east had to do.

Chairman Greenberg stated that he views using CgBG funds and/or tax incrment
funds for municipal services as an effort to keep those existing businesses in

Ms. Norris stated that CgBG funds can be used for lateral sewer lines as a
loan; CEBG funds cannot be used for trunk lines.

Con~nissioner Fults stated that at the August 13 Council meeting, it was brought
up that Waltek is being fined $25,000 for improper storage of hazardous
ch~nicals. ~here is no contamination but the potential is there and PCA has
chosen to fine Waltek rather than give the oompany a certain amount of time to
August 14, 1985
