particular when citizen o~nplained of nauseous odor from landfill, Mayor Gamec <br />investigated the issue and found an open trench oontaining the material <br />causing the odor. <br /> <br />Mayor Gamec stated that these concerned residents should be making statements <br />to the County; the County regulates the landfill and over the p~st years this <br />City's Council has worked harder on this issue than any other issue. ~he <br />County has told us that Waste Management is operating properly. ~]~e only <br />persons that have approached the County are Erika Sitz and Marilyn Ga/lagher. <br />People should be oomplaining at the County level; the County is the one that <br />issues the landfill permits. Mayor Gamec also co~z~nted that Oounty <br />Commission Natalie Haas is supportive of Ramsey's concerns. ]~e also stated <br />that the County will own Site P if it goes. <br /> <br />Mr. Fountain stated that the citizens of this co~unity have been at fault in <br />that they have been badgering City Council rather than the County Board; but <br />we will approach the County in the future. <br /> <br />Mayor Gamec stated that whether or not a decision is made tonight regarding <br />the mining permit request, sale of the property must be oompleted by December <br />31, 1984; if not, the oontract agreement is void. <br /> <br />Mr. Fountain stated that he is aware that the agreement beb~een Anoka, Ramsey <br />and Waste Management must be concluded by the end of the year but he does not <br />believe that it precludes extending it for a couple of months; t~o months from <br />now the deal will be as good as it is n~w. Mr. Fountain then inquired what <br />the advantage would be to Waste Management in owning Site P if it is selected. <br /> <br />Mayor Gamec replied that until that happens, we will not know what the <br />advantage is. <br /> <br />Mr. Fountain repeated his request that a public hearing be conducted regarding <br />the mining permit; that he is not implying there is objection to it, but the <br />citizens and Council should have more information in order to make an <br />appropriate decision. <br /> <br />Councilmember Schlueter referred to the requirement that the moratoriu~ on the <br />property must be lifted by the County and Metro Council and stated that Waste <br />Management should approach those agencies prior to applying for the mining <br />permit; that it seems as though Waste Management is puttin9 the horse before <br />the cart. <br /> <br />Mayor Gamec replied that the County and Metro Council needs a reconm~ndation <br />from the local unit of govermment before lifting the moratorit~n. <br /> <br />Jerry Sevick - Professional Engineer - Foth & Van Dyke - Green Bay, Wisoonsin - <br />Stated that his firm has prepared for Waste Management a [~hased approach to <br />the development and restoration of the South 80 Borrow Area. ~his develoI~nent <br />plan will: <br /> <br />1. Maximize screening. <br />2. Minimize area disturbed during oonstruction activity. <br />3.
