I
I
I
i
I
I
I
!
I
I
I
I
I
I
I
I
I
I
I

to the City. Mr. Schnelle oontinued that a city can have the best Police and
Public Works Departments, but if the Accounting Department is messed up, then
the City isn't worth anything. The Accounting Department is where the
citizens hang their hats and if you have the public trust to get the job done,
then you should pay for it.

Councilmember Reimann stated that he is not saying that Ms. Haapala is not
doing her job; he is saying that she's getting paid for what she is doing.

Mr. Schnelle replied that the going rate for accountants in the outside world
is not what this City is paying Ms. Haapala.

Motion by Oouncilmember Van Wagner to set the salaries for 1985 at the figures
shown in the Personnel Committee Recommendation Column with the exception of
the City Accountant position, which should be changed to 90% of the Metro
Moan.

Further Discussion: Councilmember Reimann stated that Councilmember Van
Wagner should not even be voting on salaries because she just wants to get
this meeting over with and be done with her term in office. Mr. Schnelle
requested that his name be removed from the salary recommendation because of
Councilmember Reimann's disclaimor.

Motion fails for lack of a second.

Motion by Mayor Gamec and seconded by Councilmember Van Wagner that the Comp
Time Ordinance be set as a high priority item for the new Personnel Committee
to review and that the Personnel Conm]ittee report back to the new City Council
with their findings.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann,
Schlueter and Van Wagner. Voting No: None.

Motion by Mayor Gamec that the 1985 salaries, with the exception of the City
Accountant Position, be set at the figures shown in the Personnel Committee
Recommendation Column contained in the December 11, 1984 Council agenda,
whether the Personnel ~ittee supports this recommendation or not; that the
salary for the City Accountant position be set at the figures shown in the
Administrator's Recon~nendation Column and to follow the Step Program shown.

Further Discussion: Mr. Schnelle requested that his name be removed from this
salary recommendation also. Mayor Gamec refused Mr. Schnelle's request.

Motion fails for lack of a second.

Motion by Councilmember Reimann to table this case until 1985.

Motion fails for lack of a second.

December 18, 1984
