Councilmember Schlueter stated that she feels Ms. Haapala <br />is providing an excellent service to the City and has proved her worth; we <br />are p~ying her for the job she has done. Councilmember Reimann replied that <br />Ms. Haapala received wages in 1984 for what she did. Councilmember Schlueter <br />stated that she would guarantee that Ms. Haapala will be worth what this <br />motion is proposing to pay her. ~ouncilmember Reimann stated that Ms. Haapala <br />has been getting big raises and inquired as to when it is going to stop. <br />Mayor Gamec inquired if reducing Ms. Haapala's cost of living to 5% to match <br />that oost of living increase the rest of staff is getting, would the final <br />figures come out to the same as what is shown in the Administrator's <br />Recommendation? Councilmember Reimann stated that a lot of these questions <br />could be answered if the issue was sent back to the Personnel Committee for <br />further review. Councilmember Reimann further stated that the Personnel <br />~ommittee recommendation is no longer a reconmmendation and he feels that the <br />Council should receive a final recommendation from the Personnel Committee. <br />Mr. Berg asked Councilmember Reimann what he told each of the employees when <br />he interviewed them on a one to one basis. Councilmember Reimann stated that <br />he told employees there would be a 5% cost of living increase and no cut in <br />pay. Mr. Berg stated that Councilmember Reimann led the employees to believe <br />that there would be a 5% cost of living, $10.00 increase in health insurance <br />and adjustments to the metro mean. Councilmember Reimann stated that the <br />Personnel Committee was considering a 5% cost of living, $10.00 health <br />insurance increase and nothing on metro mean adjustments. Councilmember <br />Schlueter inquired why Councilmemmber Van Wagner's motion did not get seconded <br />if it was to follow Administrator's Reconmmendation for a 5% cost of living. <br />Mr. Berg replied that Councilmember Van Wagner's motion went to 90% of the <br />Metro Mean, Mayor Gamec's motion went to 80% of the Metro Mean and <br />Councilmember Schlueter's motion went to 85% of the Metro Mean with the Step <br />Program. Councilmember Schlueter restated her motion. <br /> <br />Motion by Councilmember Schlueter to set the 1985 salaries at the figures <br />shown in the Personnel Committee l~ecommendation Column, with the exception of <br />the City Accountant position, which this motion proposes to set at the figures <br />shown in the Staff Request Coleman along with the Increment Program and a 5% <br />Cost of Living versus the 6% that the Staff Recommendation Column reflected. <br /> <br />Councilmember Van Wagner restated her second to the motion. <br /> <br />Further Discussion: Councilme~nber Reimann stated that Staff salaries are on <br />the Metro Mean now and this Council is attempting to grant an increase in <br />salaries and one of those increases recommended is over and above what was <br />recommended for one of the positions; this Council is not being accountable. <br /> December 18, 1984 <br /> <br />Page 18 of 21 <br /> <br /> <br />
