I <br /> I <br />'1 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />Moersfelder stated that he greeted this oommittee formation with optimism <br />because he sees it as an opportunity for citizens to meet on a regular basis <br />with a representative of Waste Management, Terry Miller, and discuss issues <br />that normally come to a head at public hearings. <br /> <br />Mayor Heitman's motion failed for lack of a second. <br /> <br />Larry Morgan - 15135 Garnet St. - Stated that Mayor Heitman has r~nded <br />that his wife, Shelly Morgan, be appointed to the Committee; Mr. Morgan stated <br />he has been involved in landfill issues for a long time and he's not against <br />it but he doesn't know all the facts. Mr. Morgan stated he is sick and tired <br />of not getting the facts. Mr. Morgan stated that he feels he is entitled to <br />serrve on the ad hoc committee; he has experience serving on work related <br />committees and is able to look at things from both sides and oonsiders himself <br />open minded. Mr. Morgan stated that right now he doesn't feel open minded <br />because he doesn't know what's going on and cannot get the facts. <br /> <br />Councilmember Cox stated that maybe Mr. Morgan has been hanging around with <br />the wrong people. <br /> <br />Council unanimously consented to dispense with the reading of the resolution. <br /> <br />Motion by Councilmember Cox to adopt Resolution $85-25 appointing a 7 member <br />Ad Hoc Landfill Committee, for the purposes as stated in the resolution, for a <br />time frame of 6 months, with said time frame renewable at Council's <br />discretion. <br /> <br />Further Discussion: Councilmember Cox stated that Mayor Heitman should be <br />appointed to the Ad Hoc Committee in order to gain more information and <br />understanding of the landfill issue. Mayor I~eitman stated that he doesn't <br />feel he should take up space on a committee while he holds a council seat. <br />Councilmember Schlueter stated that Mr. Terry Miller of Waste Management of <br />Minnesota, Inc. could provide some valuable expertise and maybe an ex-officio <br />not voting place on the oommittee should be provided for. <br /> <br />Councilmember COx restated his motion as follows: <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann to adopt <br />Resolution $85-25 to establish an Ad Hoc Landfill Committee consisting of 8 <br />members (7 voting and 1 non-voting ex-officio). Further, that the ex-officio <br />member will continue to be a representative of landfill owner/operator. <br />Further, to set a 6 month time frame on the Ad Hoc Committee, which will be <br />renewable at Council's discretion. Further, that meetings be conducted at the <br />Ramsey Municipal Center, that minutes be kept for all meetings conducted and <br />members will be reimbursed for mileage for any trips related to conducting <br />business. <br /> <br />Mayor Heitman called for a roll call vote: <br /> <br />Councilmember Schlueter - Aye <br />Councilmember Reimann - Aye <br />Mayor Heitman - Aye <br />Councilmember Cox - Aye <br /> January 22, 1985 <br /> <br />Page 25 of 30 <br /> <br /> <br />
