I
I
I
I
I

I

i
I
'1

I
I
I
I
I
I
I
I

Mr. Kunmala inquired if the Industrial zone allows for junk yards.

Mayor Heitman authorized City Staff to get information to Mr. Kmla
regarding what uses are allowed in an Industrial zone.

Mayor Heitman gave Mr. Kummala his assurance that he will try to enforce the
ordinances that are in place.

Mr. Kummala inquired if the ordinance would be enforced if he called to make a
formal complaint.

Councilmember Cox replied that it would be.

Councilmenber Reimann stated that Council is in total agreement on enforcing
the ordinance, but it has taken 2-3 years to dispense with some cases and the
courts have ruled that the City is harassing people.

Mr. Kmla stated that he is willing to sign a site and design plan, but the
City better make sure everybody else is complying also.

Mr. Schnelle replied that the City will do whatever is necessary to enforce
it, even taking the property owner to court.

Mr. Kummala stated that the city has the power to deny permits for non-
compliance.

Mayor Heitman replied that there are certain leverages the City can use to get
the property owner headed in the right direction but there are certain
implications involved with jeopardizing that person's right to carry on his
business. Mayor Heitman stated that Mr. Kun~nala has only Council's
credibility to go on; the ordinances are there and it is Council's
responsibility to enforce th~n.

Council proceeded to discuss the metes and bounds subdivision requested on
this case and Mr. Berg stated that technically, a metes and bounds subdivision
does not have to go before Planning and Zoning; Planning and Zoning's
reoon~nendation has been consistently to require platting.

Mr. Kummala stated that he will not spendmoney on plans until he knows
Council view on this case.

Councilmember Schlueter inquired why the developers are not willing to spend
money for platting when they are spending $500,000 on the facility.

Mr. A1 Bullock stated that the owners of the property are reluctant to plat
because of the excessive cost and low ~nount of sales in Ramsey.

Councilmember COx pointed out that the entire 23 acres would not have to be
platted out; it could be platted into one lot and one outlot and the cost
would not be that great.

Mr. Raatikka stated that the cost of platting into two lots depends on how
many variances to platting the City grants.
February 12, 1985
