I I I I I I I I i I CAse [7: ~dvance Refundina Of City's 1981 C~neral ~liaation Improvement Council secretary noted that there must be a unanimous Council oonsensus to waive the reading of the proposed resolution and inquired if Council meant to waive the reading of the resolution pertaining to Case #3.F of these minutes. Council did not unanimously consent to reading the resolution in Case #3.F, Request For Grant Funds For Rum River Bridge Crossing; Councilmember COx wanted the resolution read. Mayor Heitman ramarked that there is always that 10% that never get the message. Councilmember Cox replied that it was 10% of the citizenry that adopted a charter which encourages the reading of resolutions. Mayor Hei~an noted that the charter specifies that the reading can be waived by a unanimous consensus of the Council. Mayor Heitman asked Councilmember Cox to recognize what he would be doing to the representative from Evensen Dodge who has been waiting for quite some time to have his case addressed. Councilmember COx asked Mayor Beitman to recognize what he has done to the citizens of Ramsey. Councilmember Cox proceeded to read the now adopted Resolution #85-28 regarding regarding Request For Grant Funds For Rum River Bridge Crossing. Councilmember Cox stated that he will continue to request the reading of all resolutions until the C~airperson of this meeting enoourages the barter Con~ission, that wrote this bologna, to have this requirement dispensed with. Councilmember COx stated that the citizens should be aware that as a result of the charter being voted in the Council meetings can go into the middle of the night and it is detrimental to the handling of con, unity business. Motion by Councilmerk~r Cox that the chairperson of this Council read the proposed resolution regarding refunding of City's 1981 general obligation improvement bond and all proposed resolutions hereafter. Motion failed for lack of a second. Councilmember COx proceeded to read the proposed resolution. During that reading, Councilmember Reimann introduced the following motion: Motion by Councilmember Reimann and seconded by Counci~r Sorteberg to dispense with the continued reading of proposed resolution regarding refunding of City's 1981 general obligation improvement bond. ~his motion, according to the fharter, requires a unanimous vote.
