Me, rs Present: Mayor Gary Heitman Councilmember Jean Schlueter Councilmember Gary Reimann Councilmember Arnie COx Councilmember A1 Sorteberg Also Present: City Administrator Lloyd Schnelle City Engineer Peter Raatikka City Attorney William Goodrich City Building Official Clayton Berg City Planner Anne Norris City Accountant Jeanne Haapala Reporter Angela Flint Mayor Heitman called the regular Council meeting to order at 7:37 p.m. and led in the Pledge of Allegiance to the Flag. Lyle McLaughlin - 3155 Bunker Lake Blvd. - Requested Council approval of a sign to be placed at the River's Bend Develol~ment which would be 96 square feet in size and contain the development name, plat sketch, builders and plat amenities. Mr. McLaughlin also stated that he has done a number of projects in Anoka County in which there was heavy use of Tax Increment Financing; would like to explain Tax Increment Financing to Council and encourage use of it in the general River's Bend area. Motion by Councilmember Cox and seconded by CouncilOr Reimann directing City Planner Anne Norris to work with Mr. McLaughlin to prepare a report for Council review regarding the mechanics, pros and cons of Tax Increment Financing. Motion carried. Voting Yes: Mayor Heitman, Councilmembers Schlueter, COx Reimann and Sorteberg. Voting No: None. Councilmember Cox inquired as to the time frame on the River's Bend sign. Mr. McLaughlin stated that it would be about a 3 year period; thinks that the sign will have to be approved by Council on a year by year basis. January 22, 1985 Page 4 of 30
