Assistant Public Works Director Olson explained Anoka also has a better connection south of the <br />river. He stated the figures in this study are extremely conservative. The reason for this is that <br />Northstar is under scrutiny as it relates to numbers and they do not want it to appear that they are <br />overestilnating the numbers. <br /> <br />Mayor Gamec explained the biggest fear of Northstar is that they would lose funding if they <br />project the figures too high. He stated one of the biggest things Ramsey has going for them is <br />how much they have in progress already, and that they have been planning a rail station. If the <br />land needed to be purchased and the Park and Ride established the funding requirements would <br />not be met. Northstar indicated Ramsey is an available station and they should continue what <br />they are doing. The key now is to get the funding through. If it does not go through this year it <br />appears there will be real trouble because the federal funding will be dropped this year. <br /> <br />Assistant Public Works Director Olson explained if the ridership turns out to be a lot higher than <br />estimated the request for future funding would go way up. <br /> <br />Councihnember Elvig indicated it sounds as though Northstar does not want Ramsey to come <br />forward yet. Ramsey would be a station that would be added very easily. <br /> <br />City Administrator Norman expressed concern that the City will be starting to make grant <br />applications and their numbers will be significantly different than the numbers Northstar has <br />projected. <br /> <br />Councihnember Kurak inquired about the property needed for the City Hall. <br /> <br />Assistant Public Works Director Olson replied the transit station requires parking associated with <br />it. The transit station is located within property that the City will own or has been committed to <br />use, but thc parking ramp directly adjacent to that may not be within the outlots requested. They <br />are looking at increasing that size, as without that additional land they would not be able to <br />increase thc size of the parking. <br /> <br />Councilmember Kurak asked if the developer has given any input on this. <br /> <br />Assistant Public Works Director Olson replied the developer wants the parking ramp to go up. <br />The latest proposal showed the ramp next to City Hall as seven stories. The reconfiguration of <br />City Hall shifting to the east side of the ramp would require additional land even for an eight <br />story parking ramp. There is currently discussion of an 800-stall ramp, which would require <br />more land to keep within the height restraint of four levels. The total parking demand will <br />includc 1,600 to 1,700 stalls. They do not want a seven story parking facility next to City Hall, <br />and the demand will be split into the two parking stalls. There will be some shared parking <br />allowed and on-street parking as well. <br /> <br />City Administrator Norman indicated he and Mayor Gamec will coordinate with Ken Stevens of <br />Northstar and Joan Olson of LSA to be present at a Council worksession. <br /> <br />City Council Work Session/June 1, 2004 <br /> Page 2 of 8 <br /> <br /> <br />
