There arc various things that can be done to help detect and avoid fraud. He stated the audit went <br />very well. The accounting records are in good condition and City staff does a very good job. <br /> <br />Councilmember Zimmerman inquired about the fluctuations in the Water Utility Enterprise <br />Fund. <br /> <br />Finance Officer Lund replied this is largely due to the error in the commercial water meter <br />billings. In addition, 2002 was a drier year. The amount took in for water sales is the revenue. <br /> <br />Mr. Malloy commented there have been a lot of fluctuations in water funds due to the weather. <br /> <br />Regarding State cuts, Mr. Malloy noted in general the school districts are very constricted by the <br />state control, and cm~ only keep two weeks of expenditures in the operating balance. The City <br />keeps an operating balance of ½ year or more in the general fund; hopefully this will not be <br />changed by State controls. <br /> <br />Mayor Gamec stated there are a lot of projects that will not be able to go through if the State <br />restricts the amount the City can keep in the general fund. <br /> <br />2) Ramsey Government Center Facility <br /> <br />Bill Baxley of BKV Group presented the Council with an update on the schematic design and <br />visioning of the Government Center Facility. He explained the Facility Committee has come up <br />with the following concepts in relation to the Government Center Facility: <br /> <br />· Approachable/Inviting <br />· Enduring/Timeless <br />· Openness/Light <br />· Natural / Outdoors <br /> <br />Mr. Baxley reported that the Facility Committee has also come up with images that show <br />tradition, history, familiar things, and things that are not quite as familiar. <br /> <br />The Council discussed issues associated with the parking structure, a skyway component, the <br />aesthetics of the parking ramp with the same architectural standards as the building, access to the <br />parking ramp, a public meeting area in the building, and the ability for the building to be added <br />on vertically. <br /> <br />Assistant City Administrator Nelson reported there will be an open house for the public <br />regarding thc Government Center on Tuesday, June 29th from 5:00 p.m. to 7:00 p.m. Staff has <br />developed a list of current problems or issues to be available for the public.
