MnDOT has a staff person that is a <br />relocation expert that goes out and visits with the folks and explains everything to them, and <br />takes care of that process. <br /> <br />City Administrator Norman requested direction if this item should remain on the consent agenda <br />with thc change or created as a full case at the end of the agenda during the Council meeting <br />tonight. <br /> <br />The consensus of the Council was that the case with the amended resolution remain on the <br />consent agenda. <br /> <br />2) Old Town Hall <br /> <br />Associate Planner Wald explained the EDA has been discussing location options and potential <br />uses for Old Town Hall along Highway 47 for the past several months. Old Town Hall presents <br />several obstacles for utilizing the building in its cun'ent location. In order to utilize the building <br />for citber an information center or retail space, parking will need to be provided. The cun'ent site <br />is limited in size and will not be able to provide parking spaces. Given that constraint, staff has <br />explored some possible locations to move the building to in order to be able to use the building. <br />Potential locations for the building would be to locate it within the Town Center at the City well <br />site, the RTC Programming site, or one of the Town Center parks. Another possibility would be <br />to loctite the building within a City, county, or regional park. She reviewed the following <br />potential uses of the building: <br /> <br />· Information center about Ramsey- brochures, pamphlets, and history about Rarnsey. <br />· Rent the space to organizations such as church groups and RYAA, and to residents to <br /> host events. <br />· Rent the space to a retail or office user. <br /> <br />Associate Planner Wald indicated the City has received quite a few inquiries regarding the ability <br />to utilize the building for a craft center. The idea would be for crafts to be created and then sold <br />within the building. The EDA is still discussing the costs associated with relocating the building, <br />what is the appropriate use for the building, and what the options are for the current site if the <br />building is removed. After receiving direction from the Council, staff will continue to work <br />with the EDA and bring the issue back to the Council. <br /> <br />City Administrator Norman indicated there will likely be more discussion on the EDA level. The <br />Council may want to weigh in on the scope of the discussion. There seems to be a basic <br />consensus of the EDA that the building could be better used on another site. If that is the case, <br />staff would like to continue working towards this. If the building is to be used for commercial or <br />retail staff would want further input from the EDA.
