Cou,~cihnember Zimmerman stated the Council has discussed Town Hall twice. He would like <br />each of the Councilmembers to make sure they are firmly convinced about what they are going to <br />do before anything is done, as there is money involved with this. <br /> <br />Mayor Gan]cc directed staff to acquire information about the possibilities of the building being <br />located at Town Center, the Huseby property, and the County Park, and about the Historical <br />Society taking over and refurbishing the building. <br /> <br />Councihnember Elvig suggested staff discuss the issue with John Feges to determine if RTC is <br />interested in including the building in their master plan. <br /> <br />Associate Plalmer Wald indicated there is interest from RTC in the building. Staff will follow <br />through on all of these options and bring additional information back to the Council. <br /> <br />3) HRA <br /> <br />City Administrator Norman reviewed that the City Council discussed the establishment of a <br />Housing and Redevelopment Authority (HRA) at the May 5, 2004 work session. Staff has been <br />doing additional research on how a consultant might assist the Council in getting the HRA off the <br />ground. He explained the following are typical tasks conducted by consultants to County and <br />City hottsing attthorities: <br /> <br />· Goal-setting and creation ofworkplans <br />· Site selection <br />· Prqjcct design and funding <br />· Construction management <br />· Ongoing management of authority-owned housing <br />· Program administration (housing rehabilitation programs, Section 8, etc) <br /> <br />City Administrator Norman noted during the parking ramp tour scheduled for Thursday they will <br />also focus on a housing project on top of the retail at the Excelsior and Grand project. <br /> <br />Mayor Gamcc stated the Council had requested the parking ramp tour be scheduled a couple of <br />weeks out so everyone would be able to attend. <br /> <br />It was noted only throe of the Councilmembers would be able to attend the tour on the scheduled <br />day. <br /> <br />Assistant City Administrator Nelson indicated appointments are set up with representatives from <br />transit authorities and City staff. If the Council directs staff they will work on this issue right <br />away to reschcdule the tour. <br /> <br />The consensus of the Council was to reschedule the parking ramp tour to Monday, June 21~t. <br /> <br />City Council Work Session/June 8, 2004 <br /> Page 6 of 7 <br /> <br /> <br />
